Chorleywood area wide review
Status: The new restrictions will come into effect from the 29 July 2026.
Overview
New parking restrictions are coming into effect in Chorleywood. This will introduce –
- No Waiting at Any Time restrictions on Grovewood Close, Grove Way, Shire Lane, Shire Lane service road, Chorleywood Bottom, Common Gate Road and Clements Road
- Single Yellow Line restrictions will also be introduced on Grove Way and Shire Lane
- Permit Parking restrictions will be implemented on Grovewood Close, Haddon Road, Chorleywood Bottom and Quickley Lane

Permit types:
Permits that can be applied for include:
- Annual resident parking permit - this will be a virtual (paperless) permit. A maximum of two annual residential permits are available for each eligible address
- Single-use day visitor parking permit - You can apply for a virtual (paperless) permit or a paper permit (also known as ‘visitor vouchers’)
How to apply for permits:
If you wish to apply for a permit for your own vehicle or for visitors you will need to set up an online account using the ‘Online Permit System’ link at: www.threerivers.gov.uk/services/parking/parking-permits.
Please note that the online facility to apply for a permit will be available from the 20 July 2026. Please do not try to apply before this date.
You will need to create an account, once the account is created, you will receive an email to activate your account. The following documents are required to be uploaded to successfully activate your account:
- A utility bill confirming your address (within the last 6 months)
- Vehicle registration document showing your name, address and Vehicle Registration Number
The back office system will process the application and offer the permit and then you will be invited to make payment. Once paid any virtual permit will be live and valid and any paper permits will be sent to you by post and only valid once displayed.
To change vehicle details:
Please log into your account and apply for a change of vehicle – you will need to upload a new vehicle registration document showing your name, address and Vehicle Registration Number. The system will be updated with the new details once this has been verified by a member of the parking team.
Courtesy vehicle:
If for any reason, your vehicle has to go in for repair or has been involved in an accident – you may be offered a courtesy vehicle – please call Parking Services on 0208 207 7422 and a special message can be added to the system for a 2-week period.
If you require the vehicle longer than this period, we would ask the garage to send an email and we can extend the message for a further 2 weeks.
Enforcement:
The Enforcement Officer’s handheld devices will have all the live permit details available to them when they carry out enforcement. It is therefore vital that all details are entered accurately to prevent a penalty notice being served.
Enforcement will come into effect from the 29 July 2026, once the appropriate road markings and signage is in place. The council may, at its discretion, issue warning notices before issuing Penalty Charge Notices at the start of the scheme.
Finding where to park:
Permit parking places and other restrictions will be shown by the appropriate road markings and signage. From the 29 July 2026, they will be viewable on the map accessible online: www.threerivers.gov.uk/services/parking/traffic-regulation-orders#Existing%20Traffic%20Regulation%20Orders.
Please note that you can only park in permit place with the same zone code as your permit. Please always park in a manner which is safe and does not obstruct others including those which may need to access a dropped kerb.

Gosforth Lane, South Oxhey
Status: The new restrictions will come into effect from the 29 July 2026.
Overview
New parking restrictions are coming into effect in Gosforth Lane area in South Oxhey. This will introduce –
- Residents parking places in Gosforth Lane
- Limited Waiting parking places in Gosforth Lane
- Waiting Restrictions in Gosforth Lane, Henbury Way, Otley Way and Turnberry Court

The permit parking and limited waiting restrictions will apply Monday to Saturday, 8am-6:30pm.
Permit eligibility
The following addresses are now eligible for permits: Gosforth Lane 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 14, 15, 16, 17, 18, 20, 22, 24, 26, 28, 30, 32, 34, 36, 38, 40, 42, 44, 46.
Permit types:
Permits that can be applied for include:
- Annual resident parking permit - this will be a virtual (paperless) permit. A maximum of two annual residential permits are available for each eligible address. Currently the first permit costs £77 and the second permit costs £142
- Single-use day visitor parking permit - You can apply for a virtual (paperless) permit or a paper permit (also known as ‘visitor vouchers’). Visitor permits currently cost £16 for 10

High Elms Lane, Garston
Status: Consultation closed 21 April 2026. All responses received during the consultation are being reviewed before a decision on the scheme is made.
Overview
Three Rivers District Council developed proposed changes at High Elms Lane to improve journeys for those who need to visit the schools, crematorium or residential areas located on the road. The proposal is designed to support safer and easier trips for those who walk, wheel, cycle, use a car or take public transport. New parking restrictions are included as well as physical alterations to the paths, parking bays, verges and minor altercations to the carriageway. Langleybury Lane, Hunton Bridge
Status: On hold - pending outcome of planning application. Once the outcome of the planning application is confirmed, the scheme can progress to the Stage 3 detailed design consultation.
Overview
We are investigating parking problems around St Paul’s School, Langleybury Lane, Hunton Bridge. Draft preliminary design plans were published.
The proposals include parking bays where our engineers consider parking would be safe and will not obstruct traffic flow, with parking restrictions elsewhere. These proposals are intended to improve the local environment for everyone, including people who do not drive but who are affected by parking – for example, where it obstructs footways or blocks sightlines, making it harder to cross the road.

Parsonage Close, Abbots Langley
Status: On hold - pending outcome of care home redevelopment. Following the results of the care home planning application, council officers are having further discussions to decide the best approach for taking this scheme forward.
Overview
We conducted a survey to seek the views of residents on a proposed design to address the parking problems in Parsonage Close and the eastern part of Abbots Road in early 2018. The relevant committee determined that no further scheme will be progressed in Parsonage Close and Abbots Road, except for:
- double yellow lines around the junction of Abbots Road (NE-SW arm) with Abbots Road (NW-SE arm) for 10 metres in each direction to protect visibility for people walking, cycling or driving around this junction
- proposed double yellow lines in the Parsonage Close garage site and its access road, including the turning head at the western end of this road, to prohibit dangerous and obstructive parking and to make it easier and safer for drivers to turn around at the end of the road by keeping the turning head clear of parked vehicles.
Rickmansworth West review
Status: Initial Consultation closed 22 December 2025. All comments received during the initial consultation have been reviewed and discussions are taking place on possible changes to the current parking arrangements.
All decisions on proposed parking schemes are taken by the district council in consultation with local ward Councillors.
Overview
Three Rivers District Council is carrying out a review on the parking restrictions in and around Moneyhill Parade, Rickmansworth that were introduced in December 2024. The roads and the restrictions are summarised below:
- Parts of Uxbridge Road - a clearway (applies at all times) and a loading bay.
- Uxbridge Road Service Road (outside the shops) - up to 4 hours parking, registering at the machines and some permit parking.
- Parts of Elm Way - up to 4 hours parking, registering at the machines, some permit parking and some no-waiting restrictions.
- Mount View - resident permit parking, no-waiting restrictions and some business permit parking.
- Parts of Field Way - resident permit parking and no-waiting restrictions.
- Dellwood - no-waiting restrictions and permit parking.
These restrictions form part of a Controlled Parking Zone, known as Zone ‘RW’. More information about Controlled Parking Zones in Three Rivers is available at www.threerivers.gov.uk/services/parking/parking-permits.
The council would like to determine whether residents, businesses and visitors are happy with the current parking restrictions, or whether any improvements could be made.
Please note:
- Should proposed improvements be developed, further public consultation will take place prior to implementation.
- If there isn’t clear support for changes, or if views are strongly conflicted, the council may not develop this review further.
- Only feedback relevant to this scheme will be considered, please contact the council about other transport or parking issues separately.
Silk Mill Road, Oxhey Hall
Status: Reviewing responses to the initial consultation. All comments received during the initial consultation will be reviewed and considered prior to any decision on changes to the current parking arrangements.

Overview
Three Rivers District Council wants your views on permit parking in and around the Silk Mill Road area in Oxhey Hall.
A petition with 41 signatures was presented to and accepted by the Council on 10 October 2023. The petition requested a consultation on permit parking due to increased parking by non-residents, as well as an extension to double yellow lines on Silk Mill Road at its junction with Eastbury Road. This petition request was added to the 2025-2027 Parking Management Work Programme for investigation.
We would like to know if residents in the area would be in support of introducing a permit parking scheme. The council generally only implements permit parking schemes where there is majority support from residents residing in the proposed area.
Permit parking schemes are designed to manage parking demand in areas where spaces are limited. Under a scheme, on-street parking is restricted during set days and times, and only vehicles displaying a valid permit (or visitor permit) are allowed to park without time limits. Residents and, in some cases, local businesses can apply for permits, while non-permit holders may be restricted or required to pay to park.
The main benefits of permit parking schemes are that they can reduce parking by non-residents, improve the availability of spaces for local people, and discourage long-stay commuter parking. However, there can also be disadvantages, including the cost of permits, potential displacement of parking into neighbouring streets, and the need for ongoing enforcement. This consultation seeks to understand whether residents feel the benefits would outweigh the drawbacks in this area.

Various minor junction protection schemes 2026
Status: Consultation closed 28 April 2026. All responses received during the consultation are being reviewed before a decision on the scheme is made.
Overview
Three Rivers District Council developed parking proposals in various locations across the district.
These proposals focus on the introduction of No Waiting at Any Time restrictions, commonly known as Double Yellow Lines, where parking is dangerous or obstructive. Areas have been identified from requests by residents and Councillors.
The proposals are for the following areas:
- Eastbury Road at its junction with St Mary's Avenue, Northwood
- Hazelbury Avenue at its junctions with Gallows Hill and Gallows Hill Lane, Abbots Langley
- High Street at its junctions with St Lawrence Close and The Crescent, Abbots Langley
- Popes Road at its junction with Greenways, Abbots Langley
- Romilly Drive at its junctions with Harrow Way and Oulton Way, Carpenders Park
- Shepherds Lane at its junctions with Thellusson Way and Williamson Way, Mill End
- The Mead, Carpenders Park
