NOTICE IS HEREBY GIVEN that Three Rivers District Council (pursuant to arrangement made with Hertfordshire County Council) under Section 35C and Section 46A of the Road Traffic Regulation Act 1984 (as amended) and Regulation 25 of the Local Authorities Traffic Orders (Procedure) (England and Wales) Regulations 1996 has approved the following variation of charges, with effect from 17/02/2025

Notice of proposal
The Three Rivers District Council (Primrose Hill Area, Kings Langley) (Prohibition of Waiting and Loading) (No**)Order 2025
NOTICE is given that THREE RIVERS DISTRICT COUNCIL pursuant to arrangements made under Section 19 Local Government Act 2000 and Local Authorities (Arrangements for the Discharge of Functions) (England) Regulations 2000 with the Hertfordshire County Council, and in exercise of powers conferred on that County under sections 1, 2, 3, 4 and 5 of Part I of Schedule 9 of the Road Traffic Regulation Act 1984 and the Traffic Management Act 2004 and of all other enabling powers, and after consultation with the Chief Officers of Police in accordance with Part III of Schedule 9 to the aforementioned 1984 Act, proposes to make the above Order:
The general effect of the Order is to introduce the following:-
Double Yellow Line Restrictions
- Hyde Lane - at junction with Lower Road.
- Lower Road - east side at junction with Hyde Lane.
- Lower Road / Railway Terrace – west side to Langley Wharf.
- Primrose Hill – parts of both sides.
- Railway Terrace – parts of both sides.
- Toms Lane – extension of existing lines to include the railway bridge.

Notice of proposals
The District of Three Rivers (Harefield Road area, Rickmansworth) (prohibition of waiting) order 2024
NOTICE is given that THREE RIVERS DISTRICT COUNCIL pursuant to arrangements made under Section 19 Local Government Act 2000 and Local Authorities (Arrangements for the Discharge of Functions) (England) Regulations 2000 with the Hertfordshire County Council, and in exercise of powers conferred on that County under sections 1, 2, 3, 4 and 5 of Part I and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984 and the Traffic Management Act 2004 and of all other enabling powers, and after consultation with the Chief Officers of Police in accordance with Part III of Schedule 9 to the aforementioned 1984 Act, proposes to make the above Order:
The effect of the Order is to update the existing No Waiting 8am-9pm and No Waiting Sat-Sun and Bank Holidays from 1st April to 30th September, 12 noon-6pm (Single Yellow Line) restrictions on various roads in the Harefield Road Area of Rickmansworth as per Department for Transport regulations. Additionally, new No Waiting at Any Time (Double Yellow Line) restrictions will be introduced on several junctions, bends and turning heads to prevent inappropriate and unsafe parking where necessary.

Paper copies are held on deposit at the offices of Three Rivers District Council, Three Rivers House, Northway, Rickmansworth WD3 1RL during normal office hours.
Comments or objections to the proposal, together with the grounds on which they are made, must be sent in writing to the Transport & Parking Projects, Three Rivers District Council, Three Rivers House, Northway, Rickmansworth WD3 1RL or by email to parkingconsultations@threerivers.gov.uk. The deadline for the receipt of objections is 12:00 noon on Monday 10 June 2024. Representations of support will also be received during this time.

Migration to map-based traffic regulation order of existing on-street parking places, loading places and waiting, loading and stopping restrictions
The Three Rivers District Council (On-street Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) Order 2024
NOTICE IS HEREBY GIVEN that the Three Rivers District Council, under arrangements made with Hertfordshire County Council pursuant to section 19 of the Local Government Act 2000 and the Local Authorities (Arrangements for the Discharge of Functions) (England) Regulations 2000 and in exercise of the powers conferred upon the County Council by sections 1, 2, 3, 4, 32, 35, 45, 46, 49, 53 and 124 of and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984 (“the Act of 1984”) proposes to make the above Order.
The general effect of the Order would be to revoke and re-enact the provisions, as amended, of all existing Traffic Regulation Orders (TROs) providing parking places, loading places and waiting, loading and stopping restrictions (including ‘school keep clear’ markings and taxi ranks) on streets within the Three Rivers District as a single set of TRO Articles supplemented with a map-based schedule illustrating the locations, types and operational times of the restrictions.
Copies of the draft Order (and copies of the affected pre-existing Orders) together with a Statement of Reasons for proposing to make the Order and plans showing the lengths of roads to which the Order relates may be inspected at the offices of Three Rivers District Council, Three Rivers House, Northway, Rickmansworth during normal office hours from the date of this Notice until the last day of a period of six weeks beginning with the date on which the Order is made or, as the case may be, the Council decides not to make the Order.
General enquiries relating to the proposals should be directed to the Transport and Parking Projects department via email at Parking@ThreeRivers.gov.uk.
Objections to the proposals, including the grounds upon which they are made, and any other representations must be made in writing and should be sent to the address below or emailed to parkingconsultations@threerivers.gov.uk, to be received by 12 April 2024.
