Inspector's Report Received
The Council received the Inspector's Report on 15 September 2014 and can be viewed below:
Modifications Consultation 31 January – 18 March 2014
Following the hearing sessions that were held between 15 and 31 October 2013 the Council proposed some Main and Additional Modifications to the Site Allocations LDD. Details of the consultation on the Main and Additional Modifications can be viewed here.
The consultation has now closed and duly made representations have been provided to the Inspector.
Supplementary Hearing Session
Following consideration of the responses received in relation to the recent Main Modifications Consultation, a supplementary Hearing Session took place on Wednesday 16th July 2014.
The session was focussed upon the merits of the consequential changes insofar as these introduce a limited number of additional or enlarged allocations (and associated changes to the Green Belt) not previously proposed by the Council in the submitted plan document. For the avoidance of doubt the relevant proposed main modifications (MM) are as follows:
MM44 Changes to Green Belt boundary - to facilitate the above allocations (and also the effective allocation of the Leavesden Studios site under SA8/GB2.)
MM54 Killingdown Farm – enlarged housing site H(13)
MM55 Woodside Road – additional housing site H(39)
MM56 Fairways Farm – additional housing site H(40)
MM57 Woodside Road – additional school site S(c)

Planning Inspector, Keith Manning BSc (Hons) BTP MRTPI has been appointed to undertake an independent examination into the soundness of the Three Rivers Site Allocations Development Plan .
The Inspector’s task is to consider the soundness of the submitted plan, based on the criteria set out in paragraph 182 of the National Planning Policy Framework (the Framework). The relevant soundness criteria are whether the Site Allocations Development Plan is: 1 – positively prepared (based on a strategy that seeks to meet objectively assessed development and infrastructure requirements, including unmet requirements from neighbouring authorities where it is reasonable to do so and consistent with achieving sustainable development); 2 - justified (the most appropriate strategy when considered against the reasonable alternatives, based on proportionate evidence); 3 – effective (the plan should be deliverable over its period and based on effective joint working on cross-boundary strategic priorities); and 4 – consistent with national policy (the plan should enable the delivery of sustainable development in accordance with the policies in the Framework).
Inspector's Contact with Three Rivers District Council
There may be times when it is necessary for the Inspector to seek information from the Council to assist his understanding of the task at hand. The Inspector and the Council are never in direct communication but instead queries are channelled through the Programme Officer, Mr. Ian Kemp. Information Regarding the Hearing Sessions
The Hearing Sessions commenced at 10.00am on Tuesday 15th October 2013 within the Fairway Inn of Rickmansworth Golf Course, Moor Lane, Rickmansworth, Hertfordshire, WD3 1QL. Hearing Sessions concluded on Thursday 31st October 2013.
