What is a neighbourhood plan?

Neighbourhood planning covers the development and use of land in a particular area. Neighbourhood plans are a way you can shape and influence the places where you live and work.

Neighbourhood plans can include proposals for new developments. The proposals must meet or exceed the amount of development set out in the council’s Local Plan and national guidance. Plans cannot be used to prevent development in a neighbourhood.

Abbots Langley Neighbourhood Plan

The Abbots Langley Neighbourhood Plan (Referendum Version) (PDF, 23.1 MB) was adopted in June 2026 following a residential referendum. It sets out the planning policies we use to assess planning applications in the Abbots Langley Neighbourhood Area.

In accordance with The Neighbourhood Planning (General) Regulations 2012 and Full Council’s resolution of the 1 June 2026, the Abbots Langley Neighbourhood Plan is ‘made’ and now forms part of the Development Plan for Three Rivers District Council.
