Adopted Roads and Highways

Road adoption usually concerns minor and residential roads and is the responsibility of Hertfordshire County Council Highways.

The Highways Act 1980 lays down the process for a highway authority to adopt a road.

Hertfordshire County Council has produced a design guide, 'Roads in Hertfordshire - Highway Design Guide' that gives details of the design and construction standards that must be met before adoption can take place.

Road and Pathway Maintenance

You can report a fault or obstruction with a road, pavement or street light using the on-line fault reporting service.

Parking and Driveways

It is against the law for vehicles to be driven on or over footways on public roads (the pavement) to get access into private property such as a private driveway, except where a vehicle crossover, with a dropped kerb access from the highway, has been constructed with the agreement of the Highway Authority, Hertfordshire County Council.

To find out what you will need to do in order to construct a vehicle crossover, please contact the Hertfordshire County Council's Highways department here http://www.hertfordshire.gov.uk. The County Council will provide you with information regarding applying for a dropped kerb crossover from the highway.

You may need planning permission to construct a driveway or to install hardstanding in your garden. To find out whether you need planning permission you should contact the Three Rivers District Council’s Development Management team at enquireplan@threerivers.gov.uk.

Pavements

Potholes

Hertfordshire County Council Highways is responsible for repairing potholes in the roads and pavements in the district. To report a pothole, visit the Hertfordshire Highways on-line fault reporting service or telephone them 0300 123 4047.

Road Gritting

Hertfordshire County Council Highways are responsible for gritting roads and highways in the district during icy weather.

Street Lighting

To report a faulty street light, visit the Hertfordshire Highways on-line fault reporting service or call them on 0300 123 4047. 

Hertfordshire County Council Highways are responsible for maintaining and repairing most of the street lights in the district. 

Verges

The grass cutting of verges and vision splays is the responsibility of Hertfordshire County Council who can be contacted on 0300 123 4047. Traditionally the first cut takes place during the second week in March and the final cut during the last two in October. Although there is a planned schedule for grass cutting, the grass cannot be cut if it is extremely wet (it causes mud to churn up).

The grass cutting of all housing areas, Batchworth Heath and a small number of amenity verges is the responsibility of the Environmental Services Section. Road Works

Hertfordshire County Council is the Local Highways Authority and is responsible for managing roadworks in the District.
