Resident Parking Permits
If you live in a Permit Parking Zone (also called a 'controlled parking zone' or 'residents parking zone'), you will need a permit to allow you to park your vehicle in the parking bays marked on streets. You can download Parking Permit leaflets and maps below.

- Declaration to be accepted by all applicants
Once a resident’s permit has been successfully purchased using the online permit system, the permit details are recorded against the vehicle registration. All residential and visitor permits including visitor vouchers are only available online.
This will minimise customer waiting time and improve the overall efficiency of the service. It also allows the customer the ability to make changes to vehicle details and for permits to be applied for instantly whenever and wherever you are.
Annual visitor permits will be offered as a virtual permit.
To use the virtual visitor permit, residents must use the online permit system to provide visitor vehicle registration details. This is a simple process - log into your account, click on ‘My Permits’ and then select the vehicle icon. You can either add a vehicle registration or change the current registration logged. You can add multiple vehicle registrations and update these anytime.
If there are any issues or queries that arise when using the new online system, dedicated and knowledgeable staff will be on hand to assist you via email at trdc.permitenquiries@hertsmere.gov.uk or telephone 0208 207 7422.
You can find out which Zone your address is in - download a list of which roads fall into which parking zone below here: Three Rivers Zones List (Jan 2018) (pdf).

Business permits are available for car parks in Rickmansworth Town Centre and The Ferry car park in Chorleywood.
You will need to complete an application form providing documentation where requested. Please contact trdc.permitenquiries@hertsmere.gov.uk / 0208 207 7422 to request this form.
Qualifying business will be entitled to one permit, but can apply to have two registration numbers on it. The permit can only be used on one vehicle at a time, duplicates cannot be issued.
There is not currently a waiting list for permits. However this is regularly reviewed and should capacity become a concern the Council may create a waiting list for all new applications. Applicants will be contacted when they reach the top of the waiting list.
How to apply for a refund
A holder of a parking permit may apply for a refund if they cease to be a resident, qualifying business or they dispose of the vehicle for which the permit was issued. All refunds will be calculated based on full months remaining. Some resident / visitor permits with 5 months or less remaining may not be eligible for a refund. Any refund will be subject to an administration fee of £7.00 which will be deducted from the refund amount.
