For all PCNs issued prior to 9 April 2018 and with a PCN number starting TV
If you wish to pay a Penalty Charge Notice (PCN) issued prior to 9 April 2018 (these will have a PCN number starting with TV) you can call the automatic payment line to pay by debit or credit card by telephoning 0845 452 4535 (24 hours a day/7 days a week).
Alternatively, payment can also be made by calling Three Rivers DC Customer Services Centre on 01923 776611 (8.30am - 5.30pm Monday to Thursday and 8.30am - 5.00pm Friday).
You will need to provide:
- Your Name
- Vehicle details
- PCN number (will always begin TV)
- Date of issue of the ticket
If you disagree with your parking ticket and wish to challenge a PCN issued prior to 9 April 2018 please email firstname.lastname@example.org or write to Parking Services, Three Rivers DC, Three Rivers House, Northway, Herts, WD3 1RL. Please ensure the correspondence is marked for the attention of ‘Parking Services - PCN Challenge’ . Correspondence will need to quote the PCN number, the vehicle registration and name and address details.

Following Three Rivers Parking Services partnership contract with Hertsmere Borough Council’s Parking Services, the main office of operations has been relocated to Hertsmere’s Civic Centre Elstree Way, Borehamwood.
From May 2018, Three Rivers DC will issue new invisible ‘virtual’ permits instead of paper permits.
Once a resident’s permit has been successfully purchased using the online permit system, the permit details are recorded against the vehicle registration.
This will minimise customer waiting time and improve the overall efficiency of the service. It also allows the customer the ability to make changes to vehicle details and for permits to be applied for instantly whenever and wherever you are.
Annual visitor permits will be offered as a virtual permit - but paper permits will still be available, on request.
To use the virtual visitor permit, residents must use the online permit system to provide visitor vehicle registration details. This is a simple process - log into your account, click on ‘My Permits’ and then select the vehicle icon. You can either add a vehicle registration or change the current registration logged. You can add multiple vehicle registrations and update these anytime.
