Your council tax band is based on how much your property was worth when council tax was introduced in 1993. Your council tax band is shown on your bill. Three Rivers District Council

As the billing authority Three Rivers District Council has to calculate a council tax requirement and basic amount of council tax that includes the precepts it receives from the parish councils within its area. A precept is the amount each parish asks the district council to collect on its behalf.

The council has allowed for known inflationary increases in its gross expenditure but cash limited other budgets. The council has saved over £4.0m since 2005/06 and continues to identify ways to generate new sources of income to compensate for the reduction in government grant.

The council continues to commit significant expenditure to maintaining the open spaces, sports pitches and property for which it is responsible. Capital expenditure provision has been made in this financial year to refurbish the children’s play area at Primrose Hill playing fields and carry out works at the parish council’s depot.

Levying bodies

Charges from levying bodies are included in the charge from Hertfordshire County Council. Details of each are shown below.

Environment Agency – Thames Regional Flood and Coastal Committee

The Environment Agency is a levying body for its flood and coastal erosion risk management functions under the Flood and Water Management Act 2010 and the Environment Agency (levies) (England & Wales) Regulations 2011.

The Environment Agency has powers in respect of flood and coastal erosion risk management for  5,200 kilometres of main river and along tidal and sea defences in the area of the Thames Regional Flood and Coastal Committee. Money is spent on the construction of new flood schemes, the maintenance of the river system and existing flood defences together with the operation of a flood warning system and management of the risk of coastal erosion.

The majority of funding for flood defence comes directly from the Department for the Environment, Food and Rural Affairs (Defra). However, under the new Partnership Funding rule not all schemes will attract full central funding. To provide local funding for local priorities and contributions for partnership funding the Regional Flood and Coastal Committees recommend through the Environment Agency a local levy.

The Regional Flood and Coastal Committee has increased the 2021/22 Local Levy by 1.99%.

Lee Valley Regional Park Authority

Lee Valley Regional Park is a unique leisure, sports and environmental destination for all residents of London, Essex and Hertfordshire. The 26 miles long and 10,000 acre park,  much of it formerly derelict land is partly funded by a levy on the council tax. This year there has been a 2% increase in this levy.
