Development Management Policies DPD

The Council is pleased to announce that the Development Management Policies LDD was adopted on the 26 July 2013 and now forms part of the Development Plan for the area.

The Development Management Policies Local Development Document (LDD) sets out the criteria against which all planning applications in the District will be considered. The Council considers these policies will enable the long term vision for Three Rivers set out in the Core Strategy that was adopted by the Council on 17 October 2011.

Policy CP1 of the adopted Core Strategy requires all applications for new residential development of one unit and above and all new commercial development to be accompanied by a CPLAN Energy Statement and Sustainability Checklist in order to demonstrate the extent to which sustainability principles have been incorporated into the location, design, construction and future use of proposals, and the expected carbon emissions.

The CPLAN Energy Statement and Sustainability Checklist will not be available from 21 March 2016. From this date applicants will be required to submit an Energy Statement demonstrating the extent to which their proposals meet the requirements of Policy DM4 of the Development Management Policies LDD. This policy sets out that developments must produce at least 5% less carbon dioxide emissions than Building Regulations Part L (2013) requirements having regard to feasibility and viability.

Examination in Public

The Development Management Policies LDD was approved for submission by the Council on the 23 October 2012. It was submitted to the Government where an Independent Inspector hosted an Examination to determine its ‘soundness’. We have now received the Inspector's Final  Report.

Proposed Submission Consultation

Sustainability Appraisal

The Development Management Policies DPD Pre Submission Document is also accompanied by a draft Sustainability Appraisal which sets out how well the document contributes to the national policy objective of sustainable development.

Pre-Submission Consultation

The Pre-Submission consultation on the Development Management Policies LDD was carried out over a six week period from 23 January to 5 March 2012. Although we are not accepting any further representations the consultation documents can be viewed below:
