Constitution
The Council constitution sets out how the Council operates, how decisions are made and the procedures which are followed to ensure that these are efficient, transparent and accountable to local people. Some of these process are required by law, while others are a matter for the Council to choose.
The constitution is divided into 16 articles which set out the basic rules governing the Council's business. More detailed procedures and codes of practice are provided in separate rules and protocols at the end of the document.
The constitution was revised on 10 June 2014 and can be downloaded below in seven parts, followed by the appendices. Any further constitutional amendments which have been agreed by Council since June 2014 are incorporated into the various Parts of the Constitution and can be viewed in the documents below.

The Shared Services Agreement between Three Rivers District Council and Watford Borough Council, approved by Three Rivers District Council on 24 March 2014, took effect from 1 April 2014 and can be downloaded below.
