Community and Environmental Services

The Community and Environmental Services Directorate has four departments providing the following services:

Community Services

Comprising:  Leisure and Landscaping Services and Environmental Protection.

The Leisure and Landscaping Services section provides a variety of leisure activities across the district which include:

  • Arts and Culture
  • Children and Young People
  • Sport and Health
  • Activities for Disabled People
  • Leisure Venues

The section is also responsible for parks and open spaces,  such as parks, woodlands, country parks, local nature reserves, commons and heathland which includes trees in Authority ownership, Tree Preservation Orders and implementation of our Woodland Management plans.

The Environmental Protection section is responsible for the collection of refuse and recycling.  The section is also responsible for environmental maintenance around the district, such as dealing with animal establishment licencing, abandoned vehicles, flytipping, graffiti removal and street sweeping.  The section also manages the two cemeteries in the district.

Planning Policy

The Planning Policy department is responsible for preparing, reviewing and adopting relevant parts of the statutory Development Plan (formerly Local Development Framework) for Three Rivers.

The department is also responsible for preparing and reviewing  the Housing & Development Strategy for Three Rivers and providing a conservation service.

The department is also responsible for producing, reviewing and implementing a strategy and action plan on sustainability and climate change locally, reducing carbon emissions and promoting sustainable transport.

Property Services

This department deals with all aspects of assets and property owned by the Council and facilities management of Council offices.  The department is also responsible for dealing with traveller and other illegal incursions on to council and private land. The department also runs major projects undertaken by the Council, such as the South Oxhey Initiative.

Regulatory Services

The Regulatory Services department includes Development Management, which  is responsible for the processing of planning and associated applications required under Town and Country Planning legislation.  The department also deals with appeals related to the granting or refusal of planning applications and the discharging and enforcing of the conditions associated to planning applications and dealing with unauthorised development

The Environmental Health Commercial Standards section provides Health and Safety and Food Safety and Hygiene services.

The department is also responsible for LicensingLand Charges and the management of the car parking service, provided by Hertsmere Borough Council.
