Our policies and plans
We produce several statutory and non-statutory plans, policies and strategies. Some of these documents are produced in collaboration with our partner organisations.
Accounts
Our annual Statement of Accounts is a statutory document that details our accounts at the year’s end.
Anti-Fraud and Corruption Strategy including the councils Sanctions Policy and Anti-Bribery Policy
We are committed to maintaining a high level of service and working to prevent the occurrence of fraud and corruption in all our activities, as set out in our Anti-Fraud and Corruption Strategy including the councils Sanctions Policy and Anti-Bribery Policy (PDF).
Antisocial Behaviour
Our Corporate Antisocial Behaviour Policy (PDF) sets out what types of antisocial behaviour we can deal with and what response you can expect if your report nuisance behaviour to us.
Body Worn Cameras
Our Body Worn Camera Procedure (PDF) sets out Three Rivers District Council's policy guidelines for the use of Body Worn Video (BWV) cameras by officers of Three Rivers District Council.
CCTV Policy
Our CCTV Policy (PDF) states the intention of Three Rivers District Council and the Three Rivers Community Safety Partnership, to manage, use and operate CCTV and to support the objectives of all CCTV Systems.
Climate Emergency and Sustainability Strategy
Our Climate Emergency and Sustainability Strategy sets out how we intend to improve our operations and lead by example. It also details how we aim to help residents, businesses and other stakeholders in the district reduce their impact on the environment, improve their sustainability and adapt to a changing climate.

Community Safety Strategy
The Three Rivers Community Safety Partnership is a network of organisations that work together to prevent and reduce crime and disorder.
Community Strategy
The Community Strategy 2023-28 has been developed by members of Connecting Three Rivers (previously known as the Local Strategic Partnership). It details how we are working together to improve the quality of life of people who live and work in Three Rivers District.

Electric Vehicle Charging Strategy
This document sets out Three Rivers District Council’s strategy to roll-out a public electric vehicle charging network across council owned car parks and on-street residential parking in the district.

Green Travel Plan
Our Green Travel Plan Approved (doc) details the actions we are taking to improve the green travel options available to our staff, members, residents and visitors to Three Rivers District. The key aim of our plan is to contribute to reducing pollution and greenhouse gas emissions.

Pay Policy Statement
The Pay Policy Statement defines the level and elements of remuneration for Chief Officers, and all Senior staff, in accordance with the requirements of section 38(1) of the Localism Act 2011.

Play Space Strategy
This strategy will set out the priorities for play space provision over the next five years, including where, what and how resources will be effectively allocated to ensure children and their families in Three Rivers continue to receive access to high quality provision.
Procurement Strategy
We have a tradition of using external competition as a means of delivering one of our key aims: to provide the best service possible at the lowest reasonable cost. Our Procurement Strategy (PDF) has been largely successful as a means of delivering our needs and providing added value for us, Three Rivers residents and service users.
Regulation of Investigatory Powers Act Policy
The Regulation of Investigatory Powers Act 2000 (RIPA) provides a statutory mechanism for authorising covert surveillance and the use of a covert human intelligence source. This is covered in more detail in our RIPA Policy (PDF).
Risk Management Strategy
We ensure that risk identification, assessment and management is a routine part of decision-making, as described in our Risk Management Strategy (PDF).
Safeguarding Children, Young People and Adults at Risk Policy
We take the issue of safeguarding children, young people and adults at risk seriously. Our Safeguarding Children, Young People and Adults at Risk Policy 2023 -2027 (PDF) sets out our commitments to working collaboratively to safeguard children, young people and adults at risk.
Sport and Physical Activity Strategy 2022–2025
Our Sport and Physical Activity Strategy 2022–2025 (PDF) sets out how we contribute to reducing health inequalities by increasing levels of physical activity and improving the lives of residents in Three Rivers District. We promote the aims of our strategy by targeting sports development initiatives in areas of the community that are more inactive than others.
