Budget consultation 2022-21
The budget consultation for 2020-21 that was undertaken during January 2020. An online survey was conducted with responses from 693 residents. The report below shows the headline results of this survey.

Three Rivers resident's survey 2021-22
The latest results of the Three Rivers Resident's Survey are in. The survey details the opinions of Three Rivers’ residents on matters such as satisfaction with the council and services provided and the neighbourhood they live in.
The survey found that Residents continue to be satisfied with the services provided by Three Rivers District Council, with 64% of residents being very or fairly satisfied. The Council’s key services, such as refuse collection and door stop recycling continue to show good levels of satisfaction. While over 90% of residents are satisfied or very satisfied with the parks and open spaces and leisure facilities in Three Rivers. The full report can be found below.

Parks and open spaces
During 2017 a brand new set of on-line surveys were introduced by Three Rivers District Council, to monitor satisfaction and needs for Three Rivers’ parks: Aquadrome, Chorleywood House Estate, Leavesden Country Park and Oxhey Woods. These surveys are marketed on the Three Rivers District Council website, via social media, neighbourhood watch email group: ‘Owl’ and ‘Friends of the park’ groups.
Feedback has been invaluable and encouraging. For the period 8 August to 14 December 2017, ratings of the design and appearance of the parks was high, with ‘good’ ratings as follows: Aquadrome (94%), Chorleywood House Estate (92%), Leavesden (92%) and Oxhey Woods (86%).
The Council has absorbed all the feedback for suggestions and improvements and will be incorporating this into their strategies. Of particular note were suggestions for more information signs for path routes and wildlife, more seasonal/group events and work on some of the paths. The Council thanks participants for their invaluable input to support the maintenance of beautiful, accessible parks.

Climate Emergency & Sustainability Strategy Consultation 2023
Three Rivers District Council declared a Climate Emergency in 2019 and developed a Climate Emergency and Sustainability Strategy in 2021 to reduce our own emissions to net-zero by 2030, and achieve net-zero carbon by 2045 for the District.
Following the development of the 2021 strategy, a consultation was undertaken to receive feedback and comments which were integrated into the final strategy.
The strategy has now been updated, and we are asking from residents, businesses and all other stakeholders to consult on it, and let us know how we can further improve this strategy, and what you would like to see us doing.

Variation to Public Spaces Protection Order
The Greenfield Avenue children's play area in Carpenders Park was omitted from the original Public Spaces Protection Order Schedule to exclude dogs.
The Mead play area was included in the original Public Spaces Protection Order Schedule to exclude dogs. The play area is no longer in place
As a result we are asking for your opinion to include and remove these areas from the Public Spaces Protection Order Schedule.

Sarratt Neighbourhood Plan Consultation
Sarratt Parish Council (as the qualifying body) has prepared a Neighbourhood Development Plan (NDP), entitled “Sarratt Parish Neighbourhood Plan”, for their Parish with the help of the local community. The NDP sets out a vision for the future of the Parish and planning policies which will be used to determine planning applications locally. We are seeking your views on the planning policies contained within the NDP.

Community Strategy 23-28 Public Consultation
The Three Rivers Local Strategic Partnership (LSP) brings together representatives from local statutory, voluntary, community and private sectors to address local problems, identify and bid for funding and discuss initiatives. We aim to work together to improve and strengthen Three Rivers for those that live, work and are educated in the district.
The LSP look ahead to the next 5 years, and is developing a strategy that will aim to support our residents though the current challenges but also builds upon the great work that was offered through the pandemic.

Little Green Lane Road Closure, Croxley Green
Hertfordshire County Council is proposing road closures in Little Green Lane, Croxley Green, in sections between Sarratt Road and Lincoln Drive.
These will be to reduce through traffic and improve conditions for cycling walking and horse riding. The proposed road closures will prohibit motor vehicles whilst protecting essential access for emergency service vehicles, maintenance, utilities and local access to adjacent fields.
These sections will be temporarily closed for the duration of an Experimental Traffic Regulation Order, to allow monitoring and assessment of the effects of the closure on traffic patterns in the area. The results of this consultation will inform whether the scheme will proceed.

Carpenters Wood Greenspace Action Plan (GAP) 2024–2029 Briefing Document Public Consultation
Hertfordshire County Council's Countryside Management Service is currently working with Three Rivers District Council to develop a new Greenspace Action Plan (GAP) for Carpenters Wood. To start the process a GAP Briefing Document has been produced outlining the aims and objectives for the new GAP, and explaining more about the community engagement and plan production process. There will be a further engagement on a draft copy of the full GAP in early 2024.
The 2024 – 2029 plan will in brief:
- Aid the regeneration of young broadleaved trees after the extensive management of the previous management plan
- Manage the diseased Ash within the woodland
- Maintain access into and throughout the woodland
- Provide ongoing support to the Friends of Carpenters Wood

Polling District and Polling Place Review 2023
We carried out a review of our polling districts and polling places from 2 October 2023. This is in readiness for the next scheduled elections in 2024. We must review polling provisions within the Parliamentary Constituencies, which from the next parliamentary election, the entire district will fall within the South West Herts Constituency. The remaining ward of that constituency falls within Dacorum Council, for which they have included as part of their review. Notice of Polling District and Place review.
The review is designed to see if the polling districts and polling places in Three Rivers suit the needs of voters and includes:
- polling district boundaries within each ward in the district
- location of the polling places and stations in each polling district
- access to each polling station
As part of the review process we:
- want to make sure all electors in Three Rivers have reasonable facilities for voting as are practicable in the circumstances
- welcome your views on existing polling arrangements, and suggestions for alternatives
- welcome your views, particularly if you're a disabled resident, as we seek to ensure that polling places are accessible to those who are disabled. We also welcome comments from those with expertise in access for persons with disabilities.
The aim of the review is to make sure:
- electors have such reasonable facilities for voting as are practicable in the circumstances
- as far as is reasonable and practicable, polling places are accessible to all electors and consider the needs of disabled persons.

The Bury Grounds Consultation
The Bury Grounds is 4.1 hectare greenspace in Rickmansworth, once the grounds of the Bury House this greenspace has a lot of history and opportunities for biodiversity to thrive. Working in partnership with the Colne Valley Regional Park and Batchworth Community Council, Three Rivers District Council want to preserve the local history, enhance the natural environment and create a safe and accessible space to be enjoyed by all.

Three Rivers’ Preferred Local Plan Lower Housing Growth Option Protecting More Green Belt Land
Have your say on the council’s new plan for fewer houses and protecting the green belt. We would like to hear your views on the plan during a six-week consultation, which will run from Friday 27 October to Sunday 10 December 2023.

Council Tax Reduction Scheme 2024/25 Consultation
Residents across Three Rivers were invited to have their say on proposed changes to a scheme designed to help financially vulnerable pay their Council Tax.
Three Rivers District Council is deciding whether to make changes to the Council Tax Reduction Scheme for working age applicants in the district. There are no changes for pension age applicants as they are part of the national scheme.
Council Tax Reduction is a discount that helps people on low incomes pay their Council Tax bill. The level of discount is based on the income of the household.
The new Council Tax Reduction Scheme would start from 1 April 2024.

Housing, Homelessness and Rough Sleeping Strategy 2023 - 28 consultation
Our draft Housing, Homelessness and Rough Sleeping Strategy 2023-28 sets out how, over the coming five years, we will work with our partners to prevent homelessness and support those who face or are at risk of becoming homeless.
We were seeking your views on:
- Our proposed vision and the key objectives that will help us to achieve this
- Whether you think the draft Housing, Homelessness and Rough Sleeping Strategy addresses the most important housing issues we face in Three Rivers
Listening to the views and concerns of residents and communities is an important part of the development of our new strategy.

Pheasant’s and Solomon’s Wood Greenspace Action Plan (GAP) 2024 - 2029 Briefing Document Public Consultation
Hertfordshire County Council's Countryside Management Service is currently working with Three Rivers District Council to develop a new Greenspace Action Plan (GAP) for Pheasant’s and Solomon’s Wood. To start the process a GAP Briefing Document has been produced outlining the aims and objectives for the new GAP, as well as explaining more about the community engagement and plan production process. There will be a further engagement on a draft copy of the full GAP in early 2024.
The 2024 – 2029 plan will in brief aim to:
- Improve signage for the woodlands, as well as improve and maintain access into and throughout the woodland.
- Restore, value, and protect the ancient semi-natural woodland ecology and enhance the woodland biodiversity.
- Control the spread of invasive species.
- Improve the structure of the woodland to encourage natural regeneration and improve light conditions within the woodland.

Beryl Bikes consultation
Three Rivers District Council and Watford Borough Council have been working together to expand the Beryl Bike scheme into Croxley Green to meet user demand and provide opportunities to promote sustainable transport.
Agreement was made to enter into arrangements to deliver a 2-year pilot electric bike scheme in Croxley Green. The scheme would be an expansion of Watford’s existing Beryl Bike scheme and would see 15 electric bikes positioned at 5 locations in Croxley Green. It is anticipated the scheme will be launched by 1 April 2024.
We would like your views on the Beryl Bikes scheme and the five sites that have been provisionally selected for a ‘virtual Beryl Bay’ (lines marked on the ground but no additional physical infrastructure during the 2 year pilot period).

Ebury play area refurbishment consultation
We want to ensure the Aquadrome can be enjoyed sustainably for generations to come, and for this to happen, the relationship between people and the natural environment must be delicately balanced.
Three Rivers District Council are undertaking significant work to restore, improve and safeguard Rickmansworth Aquadrome, in line with the 2022 – 2027 Rickmansworth Aquadrome Management Plan with support from external funders.
With that in mind, we are asking the public for their views on proposals for the reimagining of Ebury Play Area which sits within Rickmansworth Aquadrome. The equipment has become end of life and/or no longer meets the needs of the local community and is not in keeping with that of a local nature reserve.
It is anticipated that the play area will be a blend between play and nature with a heavy influence on creating a biodiverse habitat space that can be enjoyed whilst children play, will encourage interaction with nature and contribute to green corridors passing through the district.

Denham Way Playing Fields - Your Feedback One Year On
Last year Three Rivers District Council completed the refurbishment of Denham Way Playing Fields as it used to have tennis courts, a small play area and a pavilion, all of which had seen better days. We held a consultation, asking you what type of leisure equipment you wanted to see in Denham Way Playing Fields.
Three Rivers District Council listened to all the comments, looked at the details of the local demographics, other facilities locally and worked with outdoor leisure equipment designers to produce outdoor leisure equipment, a pavilion refurbishment, new tennis courts, a new outdoor gym, a multi-use games area with a skate park, a new play area, bug hotels and pathways across the site to make it more accessible throughout the year.
Now one year on, Three Rivers District Council would really like to hear what impact the new outdoor leisure facilities have had, and how they have helped you to enjoy Denham Way Playing Fields. We hope you are able to take part in a short survey to tell us what you think of the refurbishment and help the council to continue improving outdoor leisure facilities across the district.

Planning validation checklist consultation
The National Planning Policy Framework (NPPF) sets out that local planning authorities must publish a local validation list for planning applications and review it frequently. The National Planning Practice Guidance (NPPG) states that a local validation list should be reviewed at least every 2 years.

Sarratt Neighbourhood Plan consultation 2024
Sarratt Parish Council (as the qualifying body) prepared a Neighbourhood Development Plan (NDP), entitled “Sarratt Neighbourhood Development Plan” which sets out a vision for the future of the Parish and planning policies which will be used to determine planning applications locally.
The Sarratt NDP was consulted under the Regulation 16 between Tuesday 27 June 2023 until Tuesday 8 August 2023, following which the Council, in agreement with Sarratt Parish Council appointed an independent examiner to carry out the examination. The examiner paused the examination and asked for some of the supporting documents to be updated and re-consulted. We are therefore seeking your views on the updated documents which seek to provide a more robust justification for the policies in the Neighbourhood Plan.

Electric Vehicle Strategy Public Consultation
The council has drafted an electric vehicle charging strategy for a public charging network covering council owned car parks and on-street residential parking. This approach is justified because the council have limited control and influence over a private charging network (e.g. workplace chargers), which will be primarily delivered through the private sector and regional partnerships. Therefore, the recommended approach enables the council to focus initially on the public charging network, where the council can maximise its positive impact. The Electric Vehicle Strategy proposes what method and funding the council could use to deploy Fast and Rapid Chargers across on-street residential parking, town centre car parks and destination car parks.
The electric vehicle charging strategy will support the commitment Three Rivers District Council has made to achieving net zero emissions by 2030 for our own emissions and to inspire and enable a net zero district by 2045(External link). Greenhouse gas emissions arising from road transport including motorways in Three Rivers accounts for 228,000 tCO2e which represents 52% of total district emissions.

The Green and Stones Orchard
A new 5-year management plan is currently being developed for The Green and Stones Orchard in Croxley Green. This briefing document provides an overview of how the management plan will be produced and sets out how stakeholders can contribute to the shaping of the plan. The aim of this plan is to provide a valuable, welcoming green space for the community whilst ensuring the important biodiversity features are protected and enhanced. It is also to protect the local heritage of the site and further educate the community about the rich history.
We are seeking your views so we can better understand how the area is used.

Prestwick Road Meadows scrub management
Scrub management works will be taking place at Prestwick Road Meadows Local Nature Reserve this winter. The work will reduce extensive scrub growth that is encroaching on grassland, a small pond, entrances and boundaries, limiting public views and restricting access. It will also let in more light, supporting plant communities to thrive in the meadows and woodlands.

Variations and extension of Public Spaces Protection Order
The vast majority of dog owners act responsibly, keeping their dogs under control and clearing up their dog’s waste. However, the Council continues to receive complaints about dog-related negative behaviour and irresponsible dog owners.
In response to this, we have made some proposed variations to the Dog Control PSPO and are consulting with residents to ask their opinions about a variety of dog control-related issues. The feedback from this consultation will help to shape and inform the final Dog Control PSPO.

Play Strategy Consultation
Children and young people should have easy access to high quality play spaces within their local community. Successful play spaces are those co- designed by children, their families and the community groups who work with them.
Three Rivers District Council is committed to ensuring that local communities have opportunities to share their ideas and express their opinions on their play space and any proposals to change them.
This consultation will include the opportunity to share your views on play areas within the district, what equipment you like and dislike in local play spaces as well as the opportunity to comment on the draft Play Strategy.

Sarratt Neighbourhood Plan consultation 2025
Following the close of the second Regulation 16 Consultation on 11 September 2024, in November 2024, the examination of the Sarratt Neighbourhood Plan had reconvened. However, following further updates to the plan and associated documents as suggested by the examiner, the examination was paused, and the Neighbourhood Plan and associated documents are subject to a further Regulation 16 Consultation before the examination can reconvene.
We are therefore seeking your views on the updated documents which seek to provide a more robust justification for the policies in the Neighbourhood Plan.

Croxley Hall Woods Action Plan 2025-2030
The Countryside Management Service (CMS), in collaboration with Three Rivers District Council, has produced a new five-year action plan for Croxleyhall Woods. This plan aims to build upon the works set out and completed during the term of the previous plan. The engagement period runs from Monday 19 May 2025 until Monday 30 June 2025.

Abbots Langley Neighbourhood Plan Regulation 16 Consultation 2025
Abbots Langley Parish Council (as the qualifying body) has prepared a Neighbourhood Development Plan (NDP), entitled “Abbots Langley Neighbourhood Plan” which sets out a vision for the future of the parish and planning policies which will be used to determine planning applications locally.
We are therefore seeking your views on the Neighbourhood Development Plan and supporting documents.

Barton Way play area refurbishment consultation
We are asking the public for their views on proposals for the reimagining of Barton Way Play Area, Croxley Green, as the equipment has become end of life and/or no longer meets the needs of the local community.
Local residents, visitors and key stakeholder views are very important to help shape the final design of the play area with the council’s commitment to the vision for Three Rivers to be a great place to live, work and visit; underpinned by our objectives.

Housing Allocations Policy 2025 consultation
The council’s Housing Allocations Policy sets out how the council will allocate social/affordable rented accommodation, via the council’s Housing Register.
Three Rivers District Council reviews its Housing Allocations Policy every three years, making any legislatively required changes (for example due to updates in legislation and government guidance). There may be other proposed changes that will provide additional clarity to our customers, improve officer efficiency and to adopt best practice for specific cohort/s engaging with the council’s Housing Service.

As part of the production process the CMS will run two periods of engagement. We are currently inviting stakeholders and the local community to view and comment on a briefing document, which provides further information on the public engagement process and sets out objectives for the new plan. This period of engagement will run until 22 September 2025, followed by a second period of engagement in November once the draft plan is complete.

The Green and Stones Orchard Draft Management Plan (2025-2030) Consultation
A new 5-year management plan has been drafted for The Green and Stones Orchard in Croxley Green.
This draft management plan provides an overlook of the background into both of the sites, information on the biodiversity and heritage that can be found there, and aims and objectives for regular, annual and future actions.

As part of the GAP production process, CMS will run two periods of engagement. The first period of engagement ran from the 1 – 22 September 2025 inviting stakeholders and the local community to view and comment on a briefing document. The draft GAP has now been produced for the second engagement stage and is available for comment.

Community Governance Review - Heronsgate and Loudwater
A community governance review (CGR) is an opportunity to explore the arrangements for parish councils in the area.It can only be undertaken by a Principal Authority, which in a two-tier area is the district council.
A CGR can look at whether new parish councils should be created or disbanded, or whether the existing parish council arrangements should change. It can also agree any “consequential” matters, such as the number of parish councillors or whether assets should transfer between parishes.
In this case, the review will consider whether it is appropriate to parish some unparished areas. This will include whether to create new parish council(s) and/or alteration of parish boundaries and whether to change the parish electoral arrangements (the number of councillors to be elected to the council; the year when the ordinary election of parish councillors are held, whether the parish should be divided into wards etc). The potential outcomes of the review will be in accordance sections 87-92 of the Local Government and Public Involvement in Health Act 2007 Act.
Why are we doing the community governance review?
Chorleywood Parish Council formally requested that the district council consider this matter. Nevertheless, it is good practice for district councils to periodically look at parish boundaries. Over time, the natural boundaries that created parishes can change, and it may or may not be helpful to change the boundaries.
