Fly-tippers convicted of dumping waste in South Oxhey

Two fly-tippers have been convicted for illegally dumping five tipper loads of commercial waste at two sites in South Oxhey.
Michael Mongans, 36, Watford, and Patrick Mongan, 42, Harrow, both pleaded guilty at St Albans Magistrates Court on 19 February 2026 to fly-tipping large amounts of construction waste at James Altham Swimming Pool and Oxhey Jets Football Club on 12 and 13 July 2022.
With the help of enquiries with the owner of the premises and on-site CCTV, Three Rivers District Council’s Environmental Enforcement Team tracked the fly-tip back to the commercial premises in Harrow and secured enough evidence that led to the successful prosecution of the two offenders.
Michael Mongans pleaded guilty to one count of knowingly permitting commercial waste to be tipped from a vehicle under his control and was sentenced to 25 weeks custody, suspended for two years whereas Patrick Mongan, who pleaded guilty to three counts of fly tipping, was given a 12 month custodial sentence suspended for two years. They were fined £400 each.
Cllr Sarah Nelmes, Deputy Leader of Three Rivers District Council and Lead Member for General Public Services, said: “There’s simply no excuse for dumping waste. It is a council priority to keep our areas clean and tidy – and anyone who disregards our district should know we will use the resources available to us to prosecute, as demonstrated in this case.
“Well done to our officers for successfully prosecuting these two individuals who simply did not care about our area. If you come across any fly tipped waste please report to the council. However, if you see fly-tipping in progress please report to the police.”
Oxhey Jets founder and general manager, John Elliot, said: “We thanked the Three Rivers District Council team for their swift action at the site ensuring the site remained open for the many sportspeople using the facilities.”
