Should parish council expand? Residents to have their say on new proposals

Residents are invited to have their say on proposed changes which would expand a parish council to cover a previously unparished part of the district.

In September, Three Rivers District Council launched a Community Governance Review consultation at the request of Chorleywood Parish Council, which is considering whether the unparished areas of Heronsgate and Loudwater should be absorbed into another parish boundary, have its own parish council or be left in situ.

Stage 1 of the review involved an initial consultation - which took place between September and December 2025 - to gather views on whether changes to parish governance arrangements should be considered.

Now residents can give their views on the draft recommendations which have been developed as a response to the earlier consultation.

The draft proposals include:

  • Parishing the currently unparished areas of Heronsgate and Loudwater by adding them to Chorleywood Parish      Council
  • Increasing the number of councillors on Chorleywood Parish Council
  • Changing the parish election cycle so that ordinary elections take place in 2027

Joanne Wagstaffe, Chief Executive of Three Rivers District Council, said: “This consultation gives residents and other interested parties the opportunity to comment on the draft proposals before final recommendations are considered.

“Parish councils and councillors can make a huge difference to their local communities; they provide vital link between residents and the district council. If you are interested in this, now is your opportunity to have your say over the future of the unparished areas of Heronsgate and Loudwater.”
