Local Plan set to tighten controls on HMOs

Stricter measures on houses in multiple occupation (HMOs) will be brought in as part of Three Rivers District Council’s emerging Local Plan.

Councillors sitting on the Local Plan Sub-Committee agreed that HMOs that require planning permission will only be supported if it does not adversely affect the immediate area, if it creates suitable living conditions, and provides sufficient provision of amenity space and parking – including the requirement of one parking space per bedroom.

Cllr Stephen Giles-Medhurst OBE, Council Leader and Chair of the Sub-Committee, said: “Properly run and well managed HMOs do provide valuable housing needs but they must be in the right areas with the right facilities. If our Local Plan is adopted with these controls, it means those that require planning permission will do just that.”

The Sub-Committee convened on Tuesday 25 November.
