Lead Member Responsibilities:
Leisure– Arts development and facilities, Leisure and Community Grants, Leisure Development and Facilities, Open Spaces, Play Areas and Play Development, Public Health Strategy, Sports Development and Facilities, Wellbeing, Woodlands.
Environmental Services - & Sustainability Air pollution and Noise Pollution, Animal and Pest Control, Cemeteries and Crematorium; Refuse collection and recycling; Street Cleaning and litter bin emptying; Sustainability, Climate Change and Energy Efficiency.
Community Safety and Partnerships –
To review or scrutinise decisions made, or other action taken, in connection with the discharge by the responsible authorities of their crime and disorder functions (it is the Crime and Disorder Committee for the purposes of the Police and Justices Act 2006);
To make reports or recommendations to the Council with respect to the discharge of those functions;
The Committee will be able to co-opt members from the Responsible Authorities (the Community Safety Partnership) should it wish to when reviewing certain projects/decisions.
(We are required by law to have a scrutiny committee to carry out this function)
Disease Control, Food Inspection, Health and Safety, Health and social care, Licensing activities covered by the Licensing Acts, Licensing and Regulatory activities outside the Licensing Acts, Public Spaces Protection Orders, Unlawful Encampments.
(The Local Authorities and Police and Crime Panels (Coronavirus) (Flexibility of Local Authority and Police and Crime Panel Meetings) (England and Wales) Regulations 2020 made under the Coronavirus Act 2020 enable Council/Committee meetings to be held in a virtual format and enables remote attendance.
The meeting starts at 7.30pm and will be virtual/remote meeting in that it will be conducted at no specific location and all participants are at various locations, communicating via audio and online.
The Council welcomes contributions from members of the public to its discussion on Part I agenda items at Committee meetings. Contributions will be limited to one person speaking for and one against each item for not more than three minutes. Please note that in the event of registering your interest to speak on an agenda item but not taking up that right because the item is deferred, you will automatically be given the right to speak on that item at the next meeting of the Committee. Details of the procedure are provided below:
Members of the public wishing to speak will be entitled to register and identify which Part I report they wish to speak on from the published agenda for the remote meeting. Those who wish to register to speak must do so by notifying the Committee Team by e-mail 48 hours before the meeting. The first 2 people to register (1 for and 1 against) will be sent a link so that they can join the meeting to exercise that right. This will also allow the Committee Team to prepare the speaker sheet in advance of the remote meeting to forward to the Chair of the meeting.
In accordance with The Openness of Local Government Bodies Regulations 2014 any matters considered under Part 1 business only of the meeting may be filmed, recorded, photographed, broadcast or reported via social media by any person.
Recording and reporting the Council's meetings is subject to the law and it is the responsibility of those doing the recording and reporting to ensure compliance. This will include the Human Rights Act, the Data Protection Act and the laws of libel and defamation

1. APOLOGIES FOR ABSENCE
To confirm as a correct record the minutes of the Leisure, Environment and Community Committee Meeting held on Wednesday 7 October 2020.
3. ANY OTHER BUSINESS
Items of other business notified under Council Procedure Rule 30 to be announced, together with the special circumstances that justify their consideration as a matter of urgency. The Chairman to rule on the admission of such items.
4. DECLARATION OF INTERESTS
To receive any declarations of interest.
5. CITIZENS’ ADVICE SERVICE IN THREE RIVERS ANNUAL REPORT 2019/20
The Committee will receive a presentation from the Director of the Citizens’ Advice Service in Three Rivers (CASTR) highlighting their performance and achievements for the financial year 2019/20.
6. BUDGET MONITORING - PERIOD 6
This report covers this Committees financial position over the medium term (2020 – 2023) as at Period 6 (end of September)
The Period 6 comprehensive Budget Management report has already been presented to the Policy & Resources Committee at its meeting on 2 November 2020 which sought approval to a change in the Council’s 2020 - 2023 medium-term financial plan.
7. STRATEGIC, SERVICE AND FINANCIAL PLANNING 2020-2023
This report enables the Committee to comment to the Policy and Resources Committee on the strategic priorities, the Committee’s draft service plans, and the growth bids to support them for the three years commencing on 1 April 2021.

9. FEES AND CHARGES FOR LEISURE AND COMMUNITY SERVICES IN 2021/22
The Committee is asked to consider the fees and charges set out and shown in Appendices 1 and 2 for Leisure and Community services for 2021/22 and to recommend accordingly to the Policy and Resources Committee.
ENVIRONMENTAL SERVICES AND SUSTAINABILITY
10. FEES AND CHARGES FOR ENVIRONMENTAL PROTECTION
To recommend to Members the Environmental Protection fees and charges for 2021/22.
COMMUNITY SAFETY AND PARTNERSHIPS
11. REVIEW OF LICENSING FEES AND CHARGES
To consider a review of discretionary fees and charges, with any adjustments to take effect from 1 April 2021.
12. WORK PROGRAMME
To review and make necessary changes to the Committee’s work programme.
13. MOTIONS UNDER PROCEDURE RULE 11
At the Council meeting on 20 October 2020 it was agreed that the following motion would be referred to the Leisure, Environment and Community Committee. The proposer and seconder of the motion have been invited to the meeting to present their motion under new Rule 11(11).
Councillor Paula Hiscocks, seconded by Councillor Alison Wall to move under Notice duly given as follows:
This Council believes that, as we are extremely fortunate to have three chalk stream rivers, The Chess, Gade and Colne running through our area, we should work with Thames Water, as far as possible within existing resources, to properly serve our residents and protect the environment. Also that we ensure whenever relevant in the planning process that all the Water Companies are consulted.

15. EXCLUSION OF PRESS AND PUBLIC
If the Committee wishes to consider the remaining item in private, it will be appropriate for a resolution to be passed in the following terms:-
“that under Section 100A of the Local Government Act 1972 the press and public be excluded from the meeting for the following item of business on the grounds that it involves the likely disclosure of exempt information as defined under Paragraph 3 of Schedule 12A to the Act. It has been decided by the Council that in all the circumstances, the public interest in maintaining the exemption outweighs the public interest in disclosing the information.”
(Note: If other confidential business is approved under item 3, it will also be necessary to specify the class of exempt or confidential information in the additional items.)
