Lead Member Responsibilities:
Leisure– Arts development; Outdoor (woodlands, tree management, open spaces/grounds maintenance, play areas); Leisure Grants, Play development, schemes and rangers; Sport (pools, gyms, pitches, golf courses) and sports development, Leisure Contract, Services for Young and Old People, Indoor (community centres, theatre)
Environmental Services - Cemeteries and crematorium; Air pollution; Refuse collection and recycling; Street Cleaning and litter bin emptying; Animal and Pest control
Community Safety and Partnerships - Public Health Strategy; Health and social care provision and access; Grant aid, including the voluntary sector; Community Grants; Communications; Food Inspection and disease control; Health and Safety (for Health and Safety Executive and Council staff and contractors); Licensing activities covered by the Licensing Acts; Licensing and Regulatory activities outside the Licensing Acts; Requests for implementation of Public Spaces Protection Orders under the Anti-Social Behaviour, Crime and Policing Act 2014; Services provided jointly with other Local Authorities: Development of Commercial Partnerships; Community Toilet Schemes; Community safety, including the following functions:-
To review or scrutinise decisions made, or other action taken, in connection with the discharge by the responsible authorities of their crime and disorder functions (it is the Crime and Disorder Committee for the purposes of the Police and Justices Act 2006);
To make reports or recommendations to the Council with respect to the discharge of those functions;
The Committee will be able to co-opt members from the Responsible Authorities (the Community Safety Partnership) should it wish to when reviewing certain projects/decisions.
The Leisure, Environment and Community Committee welcomes contributions from members of the public to its discussion on agenda items. Contributions will be limited to one person speaking for and one against each item for not more than three minutes. Please note that, in the event of registering your interest to speak on an agenda item but not taking up that right because the item is deferred, you will automatically be given the right to speak on that item at the next meeting of the Leisure, Environment and Community Committee. Details of the procedure and the list for registering the wish to speak will be available for a short period before the meeting.
In accordance with the Openness of Local Government Bodies Regulations 2014 any matters considered under Part I business only of the meeting may be filmed, recorded, photographed, broadcast or reported via social media by any person.
Recording and reporting the Council’s meetings is subject to the law and it is the responsibility of those doing the recording and reporting to ensure compliance. This will include the Human Rights Act, the Data Protection Legislation and the laws of libel and defamation.

5. PETITIONS UNDER PROCEDURE RULE 18
To receive a petition which has received 332 signatures, that asks the Council to:
Save our Steps – Footpath 11, Steps entering Long Valley Wood Woodland steps should be retained. Steps have been in situ here for over 30 years and are highly valued, very well used and provide an important access point to the woods and numerous woodland pathways (as evidenced in the Public Enquiry for Village Green Status – registered by HCC in September 2007).
6. DRAFT MANAGEMENT PLANS FOR RICKMANSWORTH AQUADROME LNR, CROXLEYHALL WOODS, SOUTH OXHEY PLAYING FIELDS AND THE WITHEY BEDS LNR
To provide to the Committee, for approval, details of the draft management plans for Rickmansworth Aquadrome Local Nature Reserve (LNR), Croxleyhall Woods, South Oxhey Playing Fields and The Withey Beds LNR
Public consultation has been carried out and the summary of comments received provided for each of the management plans together with any appropriate suggested amendments.

The purpose of this report is to assess whether or not Rickmansworth Park would be a suitable location for a play area. In addition the report considers use of S106 funds for additional play facilities within Rickmansworth Aquadrome.

BUDGET MONITORING REPORT (PERIOD 10 JANUARY)
Attached is the comprehensive period 10 (end of January) budget monitoring report for the all the Council’s committees.
This report has already been presented to the Policy & Resources Committee at its meeting on 11 March 2019 which sought approval to a change in the Council’s 2018 - 2022 medium-term financial plan.

The Committee is asked to endorse the Public Health Framework, Strategy and Action Plans for Serious Violence and Exploitation of the Local Strategic Partnership

13. EXCLUSION OF PRESS AND PUBLIC
If the Committee wishes to consider the remaining item in private, it will be appropriate for a resolution to be passed in the following terms:-
“that under Section 100A of the Local Government Act 1972 the press and public be excluded from the meeting for the following item of business on the grounds that it involves the likely disclosure of exempt information as defined under paragraph 3 of Part I of Schedule 12A to the Act. It has been decided by the Council that in all the circumstances, the public interest in maintaining the exemption outweighs the public interest in disclosing the information.”
