Lead Member Responsibilities:
Leisure– Arts development; Outdoor (woodlands, tree management, open spaces/grounds maintenance, play areas); Play development, schemes and rangers; Sport (pools, gyms, pitches, golf courses) and sports development, Leisure Contract, Services for Young and Old People, Indoor (community centres, theatre)
Environmental Services - Cemeteries and crematorium; Air pollution; Animal and Pest control; Street Cleaning and litter bin emptying; Refuse collection and recycling
Community Safety and Partnerships - Public Health Strategy; Health and social care provision and access; Grant aid, including the voluntary sector; Leisure and Community Grants; Communications; Food Inspection and disease control; Health and Safety (for Health and Safety Executive and Council staff and contractors); Licensing activities covered by the Licensing Acts; Licensing and Regulatory activities outside the Licensing Acts; Requests for implementation of Public Spaces Protection Orders under the Anti-Social Behaviour, Crime and Policing Act 2014; Services provided jointly with other Local Authorities: Development of Commercial Partnerships; Community Toilet Schemes; Community safety, including the following functions:-
To review or scrutinise decisions made, or other action taken, in connection with the discharge by the responsible authorities of their crime and disorder functions (it is the Crime and Disorder Committee for the purposes of the Police and Justices Act 2006);
To make reports or recommendations to the Council with respect to the discharge of those functions;
The Committee will be able to co-opt members from the Responsible Authorities (the Community Safety Partnership) should it wish to when reviewing certain projects/decisions.
The Leisure, Environment and Community Committee welcomes contributions from members of the public to its discussion on agenda items. Contributions will be limited to one person speaking for and one against each item for not more than three minutes. Please note that, in the event of registering your interest to speak on an agenda item but not taking up that right because the item is deferred, you will automatically be given the right to speak on that item at the next meeting of the Leisure, Environment and Community Committee. Details of the procedure and the list for registering the wish to speak will be available for a short period before the meeting.
In accordance with the Openness of Local Government Bodies Regulations 2014 any matters considered under Part I business only of the meeting may be filmed, recorded, photographed, broadcast or reported via social media by any person.
Recording and reporting the Council’s meetings is subject to the law and it is the responsibility of those doing the recording and reporting to ensure compliance. This will include the Human Rights Act, the Data Protection Legislation and the laws of libel and defamation.

- Why was the Leisure Committee on 6 September 2017 not told about the users (netball, walking football and badminton) who would not be offered viable alternative facilities?
- Why was there no consultation with the users? Why were they only told about the changes last week? (Letters (13/6/2018) have just mentioned the change of the direct debit).
- Why have William Penn Members not been consulted or even told about the changes?
- Why did TRDC issue a press release about this issue after the matter was raised by Councillors but the press release was not sent to Councillors or even members of the Leisure Committee?
- PHYSICAL ACTIVITY STRATEGY AND ACTION PLAN
The purpose of this report is to provide Members with an updated Physical Activity Strategy to replace the 2015-18 document.

- PUBLIC HEALTH AND MENTAL HEALTH UPDATE (Presentation)
The Committee will receive an overview of the work carried out by the Council on Mental Health.
The Committee to note the change in appointment of the Mental Health Member Champion.

If the Committee wishes to consider the remaining item in private, it will be appropriate for a resolution to be passed in the following terms:-
“that under Section 100A of the Local Government Act 1972 the press and public be excluded from the meeting for the following items of business on the grounds that it involves the likely disclosure of exempt information as defined under paragraphs 1 to 3 of Part I of Schedule 12A to the Act. It has been decided by the Council that in all the circumstances, the public interest in maintaining the exemption outweighs the public interest in disclosing the information.”
