Affordable Housing Supplementary Planning Document

The Affordable Housing SPD was approved by the Executive Committee on the 20 June 2011. The document provides guidance on:

  • The circumstances in which affordable housing will be required
  • The size and type of affordable housing required
  • Requirements for the design, appearance, layout and distribution of affordable housing
  • The calculation of financial contributions for off-site provision of affordable housing
  • How financial contributions received by the Council will be used to support the delivery of affordable housing
  • The allocation and release of appropriate sites in rural village areas.

Viability Assessment

Where a viability assessment is submitted with a planning application, the costs of an independent financial assessment must also be submitted with the application. For sites of 1-9 dwellings, the cost is £1,500 plus VAT, and for sites of 10 or more dwellings, the cost is £2000 plus VAT with the fee for large schemes to be negotiated on an individual basis.

The SPD will be used as a 'material consideration' for development management purposes including as part of negotiations on all relevant planning applications and pre-applications involving residential development. It will replace the current Affordable Housing SPG (November 2003).

Adopted Supplementary Planning Documents

The Council adopted the the Open Space, Amenity and Children's Playspace SPD on 11 December 2007 and is available to download below.

Amendments to National Planning Practice Guidance

Following the Ministerial Statement of 28 November 2014 and subsequent changes to the National Planning Practice Guidance, some elements of the Affordable Housing SPD and the Open Space, Amenity and Children's Playspace SPD will no longer be applied to certain developments. Please refer to the Core Strategy and Development Management Policies LDD pages for further information.
