Salary:  (PO3-6) £30,480 - £33,106 plus local weighting allowance £832 and essential car user allowance 

37 hours per week

The Role:- Licensing Officer

Following a review of the Licensing function an experienced and enthusiastic Licensing Officer is now required to fill a permanent vacancy within the Projects and Compliance team within Regulatory Services.

You will be responsible for the day to day functioning of the Licensing service providing the lead on all aspects of local licensing.  The duties include the processing and determination of Licensing applications in respect of Hackney Carriage and Private Hire vehicles, Drivers and Operators, implementing the requirements of the Licensing Act 2003, in relation to public houses, clubs, late night refreshment houses and temporary events and administering the provisions of the Gambling Act 2005.  In addition you will be preparing reports and presenting them at Licensing Committee, leading on the development of plans and policies and undertaking enforcement work to regulate licensable activities in Three Rivers. You will be required to prepare files for consideration of prosecution and attend Court to represent the Council at Licensing appeals.

The role will require you to oversee the work of a small team, comprising an Assistant Licensing Officer and part time Projects and Compliance Officer, delegating work and responsibility as appropriate and enhancing the skills and professional development of these Officers.

You will need to be well organised with strong verbal, written and presentation skills, able to work on your own initiative and have the vision and ability to contribute to the continuous improvement and modernisation of the service.  Experience with Licensing legislation and procedure or a similar statutory enforcement role is essential and knowledge and experience of interviewing under caution (PACE) is desirable.  You must be able to tackle a varied workload which will involve supporting the planning enforcement function.  You will need to be able to demonstrate an understanding and awareness of the functions of Local Government organisations.

You must possess a clean driving license and have daily access to personal transport and be familiar with IT.  You will need to be prepared to work flexibly as out of hours work will be required to fulfil aspects of the role.
