Community Infrastructure Levy Examination Page

Consultation on the preliminary draft charging schedule was undertaken from 21 December 2012 to 15 February 2013. Representations received on the preliminary draft charging schedule were taken into consideration in preparing the Draft Charging Schedule consultation on which finished on the 4 July 2014.

Examination

We submitted the Draft Charging Schedule and the Statement of Modifications to the Planning Inspectorate on the 3 October 2014. The submission documents can be viewed here. Copies of the documentation are also available to view at the local libraries within the District and at the Council offices.

Mr Philip Staddon BSc, Dip, MBA, MRTPI has been appointed to undertake an independent examination of the Draft CIL Charging Schedule. Mr Staddon has prepared a Note designed to explain the examination process and his role.

Upon consideration of the submitted material, Mr Staddon has requested a response from the Council to a number of preliminary queries.  The Council’s response is available below:

Hearing

A Hearing will be held on Monday 1st December 2014 in the Penn Chamber of Three Rivers District Council Offices, Three Rivers House, Northway, Rickmansworth, Hertfordshire, WD3 1RL commencing at 10.30am.

Consultation on Proposed Modifications

We invited comments on the Statement of Modificationsfrom 3 October 2014 until 5pm, 31 October 2014. Representations received on the Statement of Modifications have been forwarded to the examiner and can be viewed below:

What happens next?

All comments received and a copy of each request to be heard in relation to these modifications have been forwarded to the examiner.

Requests to be heard may be withdrawn at any time before the opening of the examination by giving notice in writing to Three Rivers District Council.

The Programme Officer

The Programme Officer acts as the contact point for any person who has made representations at the submission stage, and as a liaison between the examiner, the council and examination participants. They will act independently on behalf of the examiner to organise and manage the administrative and procedural matters of the examination process and is the first point of contact for any questions relating to timetabling or procedural matters. All statements will also be submitted through the programme officer. Any matters that anyone wishes to raise with the examiner will need to be submitted via the programme officer.
