Lead Member Responsibilities: Economic Development, Sustainability and Transport - Energy efficiency and Beat the Killer Cold; Economic Development; Sustainability – promoting energy efficiency and ‘green’ matters; Supporting public transport, better buses and cycling. Housing, Planning and Strategic Schemes – Council house allocations and lettings (transfers and Choice-Based Lettings bids; Homelessness and housing advice; Housing grants for improvement and adaptation; Private housing condition and Houses in Multiple Occupation (including stock condition surveys); Building Control; Car parking (provision, fines, permits); Highways and infrastructure schemes; Development Management; Heritage (i.e. conservation areas, listed buildings, tree protection); Land Charges; land Drainage; Local Plans (i.e. conservation areas, neighbourhood forums, local listing). |
The Sustainable Development, Planning and Transport Committee welcomes contributions from members of the public to its discussion on agenda items. Contributions will be limited to one person speaking for and one against each item for not more than three minutes. Please note that, in the event of registering your interest to speak on an agenda item but not taking up that right because the item is deferred, you will automatically be given the right to speak on that item at the next meeting of the Sustainable Development, Planning and Transport Committee. Details of the procedure and the list for registering the wish to speak will be available for a short period before the meeting. In accordance with the Openness of Local Government Bodies Regulations 2014 any matters considered under Part I business only of the meeting may be filmed, recorded, photographed, broadcast or reported via social media by any person. Recording and reporting the Council’s meetings is subject to the law and it is the responsibility of those doing the recording and reporting to ensure compliance. This will include the Human Rights Act, the Data Protection Act and the laws of libel and defamation. |

5. BUDGET MONITORING – MONTH 6 (SEPTEMBER)
The Budget Monitoring report is the Council’s key tool for monitoring the financial performance of the organisation. It is designed to be used by Members and officers and to provide an overview to relevant stakeholders.

6. WELFARE REFORMS – IMPACTS AND CHANGES (10 minute presentation)
The Chancellor announced significant welfare reform changes in the Summer 2015 budget. This paper tries to address how those changes will or may impact on the Council and our residents from a Housing Benefit perspective only. We have yet to receive detailed information on some of the welfare reform changes and this paper is simply designed to highlight what we know.

7. REPORT ON PARKING SERVICE COSTS
Currently the Council has a shared Parking Service with Watford and Dacorum Borough Councils. Our enforcement service is delivered through a contract with Vinci Parking Ltd. This report reviews the current cost of this service as requested by the September Service Review Working Party.

ECONOMIC DEVELOPMENT, SUSTAINABILITY AND TRANSPORT
10. PROPOSED SUPPORT FOR THE INSTALLATION OF ELECTRIC VEHICLE CHARGING POINTS
This report recommends that the District Council supports in principle the introduction of ‘rapid’ electric vehicle charging points for use by taxi firms around the District. It also recommends that support in principle is given for the installation of such points for use by members of the public to enhance the attractiveness of local centres for business users and retail visitors, as well as providing an opportunity for local residents who have no private charging to charge their cars. It is recommended that further investigation is carried out including the availability of external funding and that this is reported to Members of this Committee.

11. THREE RIVERS BUS SERVICES REVIEW 2015/16
This report shows the outcome of a review of local public bus services that are currently supported by the Council. It proposes revisions to the Council’s current bus support strategy following the recent consultation of Local Ward Councillors to determine local priorities in supporting bus services.

12. UPDATE ON THE WORK HUB PROJECT
This report provides an update on the Work Hub, a project to create a shared work space for entrepreneurs, freelancers and homeworkers from Rickmansworth and the surrounding area. It provides an update on matters raised by Members at the last Committee on the 8 September 2015, including the availability of external funding for the project.

16. EXCLUSION OF PRESS AND PUBLIC
If the Committee wishes to consider the remaining item in private, it will be appropriate for a resolution to be passed in the following terms:-
“that under Section 100A of the Local Government Act 1972 the press and public be excluded from the meeting for the following item of business on the grounds that it involves the likely disclosure of exempt information as defined under paragraph 3 Part I of Schedule 12A to the Act. It has been decided by the Council that in all the circumstances, the public interest in maintaining the exemption outweighs the public interest in disclosing the information.”
