The Licensing Committee welcomes contributions from members of the public to its discussion on agenda items. Contributions will be limited to one person speaking for and one against each item for not more than three minutes. Details of the procedure and the list for registering the wish to speak will be available for a short period before the meeting.

| Items of other business notified under Council Procedure Rule 31 to be announced, together with the special circumstances, which justify their consideration as a matter of urgency. The Chairman to rule on the admission of such items.

| This report gives details of the number of applications for Licences, received, processed, granted and refused as of 22 July 2005, and dates for Sub-Committee meetings during August and September 2005.

| 5. | LICENSING ACT 2003 - ADVICE ON THE CONDUCT OF WARD MEMBERS WHEN REPRESENTING THEIR CONSTITUENTS | ||||

|
| This report and advice was requested at the February Licensing Committee meeting. Whilst Members of this Committee are fully aware of their responsibilities, through the various training events that have been organised since September 2004, other Members may not be familiar with the process. There is the danger that Ward Members may, without realising it, behave illegally or unfairly and thereby place the Council at risk of legal challenge.

| This report details the income generated to date and advises Members of the fee structure imposed by the Licensing Act 2003 (Fees) Regulations 2005

| If any confidential business is approved under item 3, it will also be necessary to specify the class of exempt or confidential information in the additional item(s) and a resolution to be passed in the following terms:- | ||||
