Lead Member Responsibilities:

Health - Herts County Council health Strategy; Health and social care provision and access; Air pollution; Cemeteries and crematorium; Food inspection and disease control; Health and safety (for Health and Safety Executive and Council staff/contractors; Licensing activities covered by the Licensing Acts; Licensing and regulatory activities outside the Licensing Acts; Noise pollution. 

Leisure, Community and Wellbeing – Arts development and grants; Charging; Grant aid, including the voluntary sector and meals on wheels; Outdoor (woodlands, open spaces/grounds maintenance, play areas); Play development, schemes and rangers; Sport (pools, gyms, pitches, golf courses) and sports development; Public Health Strategy, Services for young and old people.

 

The Leisure, Wellbeing and Health Committee welcomes contributions from members of the public to its discussion on agenda items.   Contributions will be limited to one person speaking for and one against each item for not more than three minutes. Please note that, in the event of registering your interest to speak on an agenda item but not taking up that right because the item is deferred, you will automatically be given the right to speak on that item at the next meeting of the Leisure, Wellbeing and Health Committee. Details of the procedure and the list for registering the wish to speak will be available for a short period before the meeting.

In accordance with the Openness of Local Government Bodies Regulations 2014 any matters considered under Part I business only of the meeting may be filmed, recorded, photographed, broadcast or reported via social media by any person.

Recording and reporting the Council’s meetings is subject to the law and it is the responsibility of those doing the recording and reporting to ensure compliance. This will include the Human Rights Act, the Data Protection Act and the laws of libel and defamation.

5. LEISURE FACILITES MANAGEMENT CONTRACT - HERTSMERE LEISURE TRUST WORKPLAN

The Council’s leisure facilities management contractor, Hertsmere Leisure Trust, will provide their annual presentation to Members to reflect back on the previous 12 months’ work and to outline their work programme for the coming year.

6. WATERSMEET FILM SEASON TRIAL (FILMSMEET)

On the 17 September 2014, Leisure Wellbeing & Health Committee approved the Watersmeet film season trial to run for a three month period from January 2015.

This report gives details of the three month trial of ‘Filmsmeet’ at Watersmeet.

7. LEISURE, COMMUNITY AND CAPITAL GRANTS APPLICATIONS

The Committee is asked to consider Leisure and Community Grants for A Fresh Start Coaching & Training and Excite-ed.

The Committee is also asked to consider Capital Grants for Evergreen Football & Social Club, Maple Cross Club and Yorke Mead Primary School.

The Committee is also asked to note additional officer expenditure listed in Paragraph 2.2 of the report.

This report presents Members with a Physical Activity Strategy for approval and implementation in partnership with members of the Local Strategic Partnership.

9. ENVIRONMENT ACT 1995, AIR QUALITY ACTION PLAN 2015 – 2020 END OF CONSULTATION PERIOD REPORT

This report details the responses to the consultation process on the draft Air Quality Action Plan (AQAP). This ended on 13 May 2015 and lasted for six weeks.

11. OTHER BUSINESS – if approved under item 3 above.

11a. AQUADROME, BURY LAKE YOUNG MARINERS (BLYM)

To apprise the Committee of progress on the initiative to develop a replacement facility at the Aquadrome for use of the Bury Lake Young Mariners (BLYM). A presentation will be made by BLYM.

To seek the Committee's approval for BLYM to progress the scheme, which requires the previously approved Council funding.

11b. APPOINTMENT OF A THREE RIVERS DISTRICT COUNCIL MEMBER REPRESENTATIVE TO SIT ON THE WORKING PARTY FOR THE CHORLEYWOOD PLAY AREA

To appoint an elected Member to the Chorleywood Play Area Working Group. This will be a verbal item.

12. EXCLUSION OF PRESS AND PUBLIC

 If the Committee wishes to consider the remaining item in private, it will be appropriate for a resolution to be passed in the following terms:-

                     “that under Section 100A of the Local Government Act 1972 the press and public be excluded from the meeting for the following item(s) of business on the grounds that it involves the likely disclosure of exempt information as defined under paragraphs (1 -7) of Part I of Schedule 12A to the Act. It has been decided by the Council that in all the circumstances, the public interest in maintaining the exemption outweighs the public interest in disclosing the information.

(Note: If other confidential business is approved under item 3, it will also be necessary to specify the class of exempt or confidential information in the additional items.)
