Lead Member Responsibilities: Health - Herts County Council health Strategy; Health and social care provision and access; Air pollution; Cemeteries and crematorium; Food inspection and disease control; Health and safety (for Health and Safety Executive and Council staff/contractors; Licensing activities covered by the Licensing Acts; Licensing and regulatory activities outside the Licensing Acts; Noise pollution. Leisure, Community and Wellbeing – Arts development and grants; Charging; Grant aid, including the voluntary sector and meals on wheels; Outdoor (woodlands, open spaces/grounds maintenance, play areas); Play development, schemes and rangers; Sport (pools, gyms, pitches, golf courses) and sports development; Public Health Strategy, Services for young and old people. |
The Leisure, Wellbeing and Health Committee welcomes contributions from members of the public to its discussion on agenda items. Contributions will be limited to one person speaking for and one against each item for not more than three minutes. Please note that, in the event of registering your interest to speak on an agenda item but not taking up that right because the item is deferred, you will automatically be given the right to speak on that item at the next meeting of the Leisure, Wellbeing and Health Committee. Details of the procedure and the list for registering the wish to speak will be available for a short period before the meeting. In accordance with the Openness of Local Government Bodies Regulations 2014 any matters considered under Part I business only of the meeting may be filmed, recorded, photographed, broadcast or reported via social media by any person. Recording and reporting the Council’s meetings is subject to the law and it is the responsibility of those doing the recording and reporting to ensure compliance. This will include the Human Rights Act, the Data Protection Act and the laws of libel and defamation. |

6. ENVIRONMENT ACT 1995 AIR QUALITY ACTION PLAN 2015 – 2020 DRAFT FOR CONSULTATION
This report presents for consideration a completely revised draft Air Quality Action Plan (AQAP) from the format used in previous years, to cover the period 2015 to 2020.

7. CLEAN NEIGHBOURHOOD & ENVIRONMENT ACT 2005 SECTIONS REGARDING DOGS HAVE BEEN REPEALED AND REPLACED WITH THE ANTI-SOCIAL BEHAVIOUR, CRIME & POLICING ACT 2014
To advise Members of the relevant changes in legislation for the control of dogs in public places.

This report enables the Committee to comment on the Community Services (Environmental Protection and Environmental Health Residential Standards) service plan for the three years commencing on 1 April 2015.

9. LEISURE, COMMUNITY AND CAPITAL GRANTS APPLICATIONS
The committee is asked to consider Leisure and Community Grants for Abbots Langley Players and Rickmansworth Waterways Trust as well as Capital Grants for Bedmond Sports & Social Club, Croxley Hall Woods Allotment Association and New Hope.

10. ABBOTS LANGLEY LEISURE PROJECT – SECTION 106 ALLOCATION
The purpose of this report is to update members on the progress of the initiatives agreed and to present the detailed implementation recommendations, in relation to the allocation of the Leavesden Section 106 funding for the Abbots Langley area.

11. PROPOSED HERITAGE LOTTERY FUND AND SPORT ENGLAND FUNDING BIDS
The report details and recommends submitting funding bids to the Heritage Lottery Fund and Sport England.

14a. RESPONSE TO CONSULTATION BY HERTFORDSHIRE COUNTY COUNCIL ON CHANGES TO BUS POLICY
The Council has been consulted by Hertfordshire County Council on proposals to reduce or withdraw funding on bus services that are currently subsidised by the County Council. 15. EXCLUSION OF PRESS AND PUBLIC
If the Committee wishes to consider the remaining item in private, it will be appropriate for a resolution to be passed in the following terms:-
“that under Section 100A of the Local Government Act 1972 the press and public be excluded from the meeting for the following item(s) of business on the grounds that it involves the likely disclosure of exempt information as defined under paragraphs (1 -7) of Part I of Schedule 12A to the Act. It has been decided by the Council that in all the circumstances, the public interest in maintaining the exemption outweighs the public interest in disclosing the information.”
