8.    MOTIONS UNDER PROCEDURE RULE 11

(1)    Councillor Ann Shaw OBE, seconded by Councillors Martin Trevett and Chris Whately-Smith to move under Notice duly given as follows:

This Council wishes the Secretary of State for Communities and Local Government to note that TRDC believes that local people, through their democratically elected local representatives are the most suitable judges of what development is acceptable in an area.

TRDC considers the proposals to relax certain planning laws are against the spirit of the Localism Act 2011, ignore local democracy, will fail to protect local communities and will provoke neighbour disputes.

The Council strongly objects to the proposals to

  • allow home extensions up to 8 m to be permitted development
  • permit the waiving of rules and existing commitments on affordable housing,
  • undermine the existing S106 rules for the provision of facilities and services
  • make the Green Belt vulnerable

TRDC believes the failure to build new homes is the result of the stalled economy not the fault of the planning system – almost 400,000 homes have been given planning permission but building has yet to start on more than half of these permissions.

The Council resolves to write formally to the Secretary of State for Communities and Local Government to convey this Council’s opposition to these proposals and request that they be withdrawn.

9.   RECOMMENDATIONS OF THE EXECUTIVE COMMITTEE

To consider the recommendations of the Executive Committee at its meeting held on 23 April 2012, 3 September 2012 and 15 October 2012.

EX114/11 – Proposed Procedures for Dealing with Applications for Neighbourhood Forums and Neighbourhood Areas

This report considered the procedures for processing applications for Neighbourhood Forums and Neighbourhood Areas and requested the Committee to consider delegating the power to designate Neighbourhood Forums and Neighbourhood Areas to the Director of Community and Environmental Services.

Members requested that they be informed of any application so that Members could advise residents if required.  They also wished for the decision to be made public as quickly as possible.

RECOMMENDED:-

(1)   that the regulations and procedures for the designation of Neighbourhood Forums and Neighbourhood Areas be noted; and

(2)   that, subject to Members being informed of applications and decisions being emailed to Members, the Council delegate the power to designate Neighbourhood Forums and Neighbourhood Areas to the Director of Community and Environmental Services.

11.  CHANGES TO COMMITTEE MEMBERSHIP

To note the following changes to the Committee Membership:

Licensing Committee - Cllr Roger Seabourne to replace Cllr Pam Hames.

12.    THRIVE HOMES

To note the resignations from the Thrive Homes Board of Councillors Pam Hames and Sarah Nelmes and Mr Richard Laval.

Due to a change in the Governance of Thrive Homes this Council now has four representatives on the Board of Thrive Homes not five as previously.

Therefore there are two vacancies to the filled.
