To answer the following question of which due notice had been given:-


Councillor Roy Clement to the Cabinet Member


"Although we now have a rolling register of electors it is apparent that there are still substantial numbers of Three Rivers residents who do not appear on the councils Register of Electors. In the case of the Oxhey Hall ward this has amounted to over 11% of properties and if this were to be replicated over the whole of the district it could mean that possibly over 6000 residents are being denied the opportunity of voting at election times.


Bearing in mind the low turnouts of residents voting throughout Three Rivers which is currently being experienced and that it is also a statutory requirement for all appropriate residents to register and that if they do not do so, then a fine of up to £1000 could be levied, would the Cabinet Member for Resources inform members: -


A) How many residents have been prosecuted in the last five years for not registering.


B) What procedures are in place to ensure that both existing and new residents are included on the Register of Electors.


C) What the current number and percentage of residents is, who are not registered.
