10. MOTIONS UNDER PROCEDURE RULE 11

Councillors Matthew Bedford and Ann Shaw to move under Notice duly given as follows:-

Tenant Vote on Possible Housing Stock Transfer

Three Rivers Council:

  • strongly supports the right of tenants to choose their own landlord, including the right to remain with the Council.
  • notes that current Government regulations for local authority housing finance mean that around £8million each year is paid from Three Rivers housing (rents and 'Right to Buy' receipts) to the Government. These payments are used by the Government to subsidise housing in other parts of the country.
  • further notes that if tenants agree to transfer to a housing association, the £8million annually is not taken by the Government and that this amounts to a very significant inducement from the Government for tenants to agree to transfer.
  • agrees that it would be irresponsible to deny tenants the opportunity of the significant extra Government funding.
  • resolves to offer tenants the fullest possible information so that they can decide whether or not to accept the Government's inducement. The transfer will only take place if the majority of tenants vote for it.
