(1) Councillor Chris Hayward, seconded by Councillor Ty Harris to move under Notice duly given as follows:
'Three Rivers District Council welcomes and notes the longstanding position of Watford Rural Parish Council to allow an MP's surgery in its offices.
It condemns however the undemocratic actions of Watford Rural Parish Council in not allowing certain duly elected South Oxhey Councillors to hold their constituents' surgeries at their offices.
This Council believes that the Parish Council should acknowledge and understand that both are duty bound and equal to serve their constituents in such places as Parish Council offices.
This Council further believes that all democratically elected representatives should be treated equally by Watford Rural Parish Council and it calls upon them to cease their discrimination forthwith and to amend their hiring policy as appropriate'.
(2) Councillor Ty Harris, seconded by Councillor Kemal Butt to move under Notice duly given as follows:
While fully supporting the Youth Council meetings the Three Rivers District Council also recognises and supports the need for the “Youth Council further Development Program” which will encourage the youth to make the Youth Council into a more formal functioning organisation that mirrors the District Council structure, free however, from any political influence or affiliations.
This Council supports a formal request be made to the Youth Council to consider having a discussion followed by a possible vote to determine if they want to develop further as a more formal influential voice within the community and the Council itself."
(3) Councillor Stephen Giles-Medhurst, seconded by Councillors Pam Hames and Alison Scarth to move under Notice duly given as follows:
Council condemns the decision of the Conservative-run County Council to vote for the closure of the Wiggenhall Road Household Waste Recycling site from February 2011.
Council notes that this closure was announced in the face of huge opposition from local residents and residents’ associations and both Watford and Three Rivers Councils and despite the offer of free land to expand the site and a contribution of an additional £100,000 towards capital costs.
Council also notes that residents will be faced with a journey to Rickmansworth, Bricket Wood or Elstree to recycle or dispose of items and that these extra car journeys are bad for the environment and may lead to an increase in fly-tipping.
Council believes that the decision is at best premature, as the County Council have agreed to review all the other sites by July 2011, with a possible to other possible closures and the Wiggenhall site is one of the few with room for potential expansion to meet modern day needs.
(4) Councillor David Sansom, seconded by Councillor Amrit Mediratta to move under Notice duly given as follows:
‘This Council notes that it is six years since the Three Rivers Executive Committee took the decision to demolish and redevelop Gade View Gardens, Abbots Langley. The site has been sold and Three Rivers now have no part to play in the impending construction. This Council owes local residents an apology for the years of delay and an explanation as to what took so long. To enable a full and frank explanation this Council agrees to set up a Scrutiny Task and Finish group "To investigate the reasons for the delay in redeveloping Gade View Gardens and the implications for the local area of the delay".’
