To consider the recommendations of the Executive Committee at its meeting held on 14 November 2005 contained within Minute EX113/05 - Financial Position Statement & Budget Monitoring Report September 2005 (month 6) and any recommendations of the Executive Committee from its meeting on 5 December 2005 (which will be circulated at the meeting).


OTHER RECOMMENDATIONS

To consider the recommendations of the Licensing Committee from its meeting on 1 December 2005 - Local Enforcement Policy for the Provisions of the Licensing Act 2003 (to be circulated).

11. MOTIONS UNDER PROCEDURE RULE 11

Councillors Barbara Lamb and Leonard Spencer to move under Notice duly given as follows:

That this Council

Considers that the amalgamation of police forces and authorities is the wrong solution to the challenges facing modern policing.

Believes that serious and organised crime can best be tackled by less disruptive changes, such as the creation of specialised regional squads, closer co-operation between police forces inside and outside the region.

Believes that the solution most likely to be favoured by the Government, namely alternative combinations of three forces, will make policing remote and anyway little better than a single regional police force.

Is concerned that there has been no debate about the composition of any new remote police authorities given their continuing council tax precepting responsibilities.

Considers that the Basic Command Unit (BCU) system in Hertfordshire would not be effective within a regionalised service in reflecting local views without related democratic accountability at the BCU and CDRP (Crime and Disorder Reduction Partnership) levels.

Makes the strongest possible representations to the Government in relation to the dangers inherent in the changes currently proposed.
