(1) Councillor David Sansom, seconded by Councillor Paula Hiscocks to move under Notice duly given as follows:
This Council notes that local listing of buildings is a delegated decision and requests that a Constitutional Working Group is formed to change the Constitution, so that the Sustainable Environment Policy and Scrutiny Committee can make the final decision based on officer advice.

12. THRIVE HOMES
To note the resignation from the Thrive Homes Board of Councillor Stephen King and to note that Councillor Sue Stibbs has not accepted the role as the Council nominee on the Board.
To appoint two new Council representatives to the Thrive Homes Board, 1 Labour Representative and 1 Liberal Democrat Representative.
The Labour Group has informed the Chief Executive that their replacement nomination will be Councillor Marie Louise Nolan.
