The Executive Committee welcomes contributions from Members of the public to its discussion on agenda items.   Contributions will be limited to one person speaking for and one against each item for not more than three minutes. Please note that in the event of registering your interest to speak on an agenda item but not taking up that right because the item is deferred, you will automatically be given the right to speak on that item at the next meeting of the Committee. Details of the procedure and the list for registering the wish to speak will be available for a short period before the meeting.

LEISURE, COMMUNITY AND CAPITAL GRANTS APPLICATIONS

 

The Committee is asked to consider three funding applications. The first from Rickmansworth Neighbourhood Forum for a Community Grant of £375. The second from Rickmansworth Waterways Trust for a Capital Grant of £1,112. The third from Nomad Kayak Club for a Capital Grant of £10,000.

LEISURE DEVELOPMENT WORK PROGRAMME UPDATE AND PLAY AREA ASSESSMENT UPDATE

REVISED SITE MANAGEMENT PLANS FOR CHORLEYWOOD HOUSE ESTATE AND THE AQUADROME LOCAL NATURE RESERVES 2013-18 AND WOODLANDS MANAGEMENT PLANS 2012-32

 

To provide the Committee with details of the new five year management plans for Chorleywood House Estate and the Aquadrome Local Nature Reserves and details of the revised Woodlands Management Plans 2012-32.

APPOINTMENT OF CONTRACTOR TO PROVIDE BLUE-GREEN ALGAE CONTROL AT THE AQUADROME

 

The Council has been treating both lakes at the Aquadrome proactively to prevent blue-green algal blooms for a number of years using Liquid Live Micro-Organisms (LLMO). There are a very limited number of contractors in the marketplace, and only one company was licensed to supply this product. We are now aware that a new company is now able to provide a similar product based around the dosing of the lakes with live micro-organisms and so have undertaken a restricted tender for the appointment of a contractor to treat the Aquadrome for blue-green algae control for the coming year 2013/4.

ENFORCEMENT PLAN

 

To consider the adoption of the Enforcement Plan. The Enforcement Plan (Appendix 1) sets out how members of the public can expect the Council to deal with complaints of alleged breaches of planning control. The Plan also details the general course of an enforcement investigation and the types of action the Council may take to remedy a breach of planning control.

THREE RIVERS HOME ENERGY CONSERVATION ACT (HECA) REPORT 2013-15

 

The HECA report attached considers what the Council will do over the next two years in relation to home energy conservation as required under the Home Energy Conservation Act 1995 (HECA).

LOCAL PLAN – SITE ALLOCATIONS LOCAL DEVELOPMENT DOCUMENT SUBMISSION

 

To inform the Committee of representations received following public consultation on the Site Allocations LDD, to agree the Council’s response to these representations and to seek Member approval to submit the Site Allocations LDD and relevant supporting information to the Secretary of State for independent examination. The submission of the Site Allocations LDD is an important step towards its adoption.

PROPOSED PEER SUPPORT FOR THE NEW COMMITTEE SYSTEM

 

This report recommends taking advantage of the Local Government Group’s (ex-LGA’s) offer of a free Peer ‘Challenge’ to help this Council formulate the most appropriate committee system from May 2014.

This report sets out details of a request by Rickmansworth Chamber of Commerce for a financial contribution towards a set of flags for Rickmansworth Town Centre.

NATIONAL NON-DOMESTIC RATE – CONSIDERATION OF RELIEF

EXCLUSION OF PRESS AND PUBLIC

 

If the Committee wishes to consider the remaining items in private, it will be appropriate for a resolution to be passed in the following terms:-

“that under Section 100A of the Local Government Act 1972 the press and public be excluded from the meeting for the following items of business on the grounds that they involve the likely disclosure of exempt information as defined under paragraphs 3 and 5 of Part I of Schedule 12A to the Act. It has been decided by the Council that in all the circumstances, the public interest in maintaining the exemption outweighs the public interest in disclosing the information.”

SOUTH OXHEY INITIATIVE – COMPULSORY PURCHASE

 

This report outlines the next stages of the South Oxhey Initiative project and specifically highlights dates relevant to the appointment of the Development Partner and inter-related issues. Further reports on the matter will be brought back to Executive Committee for approval as indicated.

CROXLEY GREEN PARISH COUNCIL’S REQUEST TO ACQUIRE THE GREEN AND STONES ORCHARD, CROXLEY GREEN

 

Croxley Green Parish Council has resolved: “That the Parish Council instructs the Clerk to start negotiations with Three Rivers District Council for the formal acquisition of The Green and Stones Orchard, the Sports Ground and any other land owned by them within the Parish”.
