The Policy and Scrutiny Committee welcomes contributions from members of the public to its discussion on agenda items.  Contributions will be limited to one person speaking for and one against each item for not more than three minutes.  Please note that, in the event of registering your interest to speak on an agenda item but not taking up that right because the item is deferred, you will automatically be given the right to speak on that item at the next meeting of the Policy and Scrutiny Committee.  Details of the procedure and the list for registering the wish to speak will be available for a short period before the meeting.

DRAFT HOMELESSNESS STRATEGY 2013 – 2015

 

The Council is statutorily obliged to carry out a review of homelessness in the area and to produce a strategy based on the results of that review. This must occur at least once every five years.  This report details the results of the Homelessness Review and proposes a set of four strategic objectives which have emerged on which the strategy should be based.

THE HOUSING ALLOCATIONS POLICY - BEDROOM ELIGIBILITY

 

To consider the implications of the new size criteria introduced within the social rented sector from April 2013, and a change to the way in which some one–bedroom accommodation is allocated.

THRIVE HOMES – PERFORMANCE AGAINST OFFER DOCUMENT PROMISES

 

To present Thrive Homes’ assessment of their performance in delivering their Transfer ‘promises’ following the transfer of the Council’s housing stock in March 2008.

REVIEW OF CHARGING FOR PRE-APPLICATION ADVICE IN DEVELOPMENT MANAGEMENT

 

This report deals with a review of the formal pre-application service offered by the Development Management Section, and the charges for this advice.  A system of charging for formal requests for pre-application advice was introduced in April 2011 as an increasing amount of officer time and resources was being used dealing with such enquiries.  Through implementation of charging and the relevant procedures, officers are fully aware of the resource implications of this service and as such a review of the service and level of charges is required.  Initial fees were introduced in April 2011 and were increased from 1 May 2012.  A further fee increase is now proposed and this report seeks approval of the revised level of charges.

To provide Members with ethnic monitoring data on the retained statutory and strategic housing service.

EXCLUSION OF PRESS AND PUBLIC

 

If the Committee wishes to consider the remaining item in private, it will be appropriate for a resolution to be passed in the following terms:-

 

 

“that under Section 100A of the Local Government Act 1972 the press and public be excluded from the meeting for the following item of business on the grounds that it involves the likely disclosure of exempt information as defined under paragraphs 1-7 of Part I of Schedule 12A to the Act. It has been decided by the Council that in all the circumstances, the public interest in maintaining the exemption outweighs the public interest in disclosing the information.”
