Lead Member Responsibilities:

Economic Development, Sustainability and Transport -  Energy efficiency and Beat the Killer Cold; Economic Development; Sustainability – promoting energy efficiency and ‘green’ matters; Supporting public transport, better buses and cycling.

Housing, Planning and Strategic Schemes – Council house allocations and lettings (transfers and Choice-Based Lettings bids; Homelessness and housing advice; Housing grants for improvement and adaptation; Private housing condition and Houses in Multiple Occupation (including stock condition surveys); Building Control; Car parking (provision, fines, permits); Highways and infrastructure schemes; Development Management; Heritage (i.e. conservation areas, listed buildings, tree protection); Land Charges; land Drainage; Local Plans (i.e. conservation areas, neighbourhood forums, local listing)..

The Sustainable Development, Planning and Transport Committee welcomes contributions from members of the public to its discussion on agenda items.  Contributions will be limited to one person speaking for and one against each item for not more than three minutes.  Please note that, in the event of registering your interest to speak on an agenda item but not taking up that right because the item is deferred, you will automatically be given the right to speak on that item at the next meeting of the Sustainable Development, Planning and Transport Committee.  Details of the procedure and the list for registering the wish to speak will be available for a short period before the meeting.

ABBOTS LANGLEY CONSERVATION AREA APPRAISAL

 

To consider the adoption of the Abbots Langley Conservation Area Appraisal and its use as a material consideration in the determination of planning applications. The centre of Abbots Langley was designated as a Conservation Area in 1969. A Conservation Area Appraisal was undertaken by BEAMS on behalf of Three Rivers District Council in 1994. An updated Appraisal has been completed which builds on and updates the 1994 document. A draft Appraisal was consulted on between 7 February 2014 and 21 March 2014.

DICKINSON SQUARE CONSERVATION AREA APPRAISAL

 

To consider the adoption of the Dickinson Square Conservation Area Appraisal and its use as a material consideration in the determination of planning applications. Dickinson Square was designated as a Conservation Area on 23 June 1995. No detailed Conservation Area Appraisal was completed at the time. An Article 4 Direction was made in 1996 to protect the authenticity of front elevation features, specifically wooden windows and doors, where they still existed. Public consultation was undertaken on a draft appraisal between 7 February 2014 and 21 March 2014.

CHORLEYWOOD NEIGHBOURHOOD AREA DESIGNATION APPLICATION

 

To consider whether the application submitted by Chorleywood Parish Council to designate Chorleywood as a Neighbourhood Area meets the requirements of The Town and Country Planning Act 1990 (as amended by the Localism Act 2011) and The Neighbourhood Planning (General) Regulations 2012.

DRAFT HOMELESSNESS STRATEGY 2013- 2016

 

The Council has a statutory obligation to produce a Homelessness Strategy at least every five years. This report contains the draft strategy in preparation for a formal consultation exercise.

TRDC TRANSPORT UPDATE

 

The Committee is asked to consider this report which provides an update on the District Council’s transport programmes to develop better bus services, create a network of improved cycling routes and promote the use of sustainable transport as a viable alternative to car use.

 

The Committee is also asked to approve details set out in this report of two schemes proposed to develop the District Council’s Cycling network (the South Way Cycle scheme and the upgrade of the Grand Union Canal Towpath) and to note the upcoming update and revision of the Cycling Strategy adopted in 2003.

EXCLUSION OF PRESS AND PUBLIC

 

If the Committee wishes to consider the remaining item in private, it will be appropriate for a resolution to be passed in the following terms:-

 

 

“that under Section 100A of the Local Government Act 1972 the press and public be excluded from the meeting for the following item(s) of business on the grounds that it involves the likely disclosure of exempt information as defined under paragraphs (1 -7) of Part I of Schedule 12A to the Act. It has been decided by the Council that in all the circumstances, the public interest in maintaining the exemption outweighs the public interest in disclosing the information.”
