The Policy and Scrutiny Committee welcomes contributions from members of the public to its discussion on agenda items.  Contributions will be limited to one person speaking for and one against each item for not more than three minutes.  Please note that, in the event of registering your interest to speak on an agenda item but not taking up that right because the item is deferred, you will automatically be given the right to speak on that item at the next meeting of the Policy and Scrutiny Committee.  Details of the procedure and the list for registering the wish to speak will be available for a short period before the meeting.

FOOD STANDARDS AGENCY AUDIT – PROGRESS AGAINST ACTION PLAN

 

To advise Members on progress against the Action Plan of improvements agreed with the Food Standards Agency in respect of the food service.

VALUE FOR MONEY (VFM) – WASTE MANAGEMENT

 

This report considers whether the Council’s current Waste Management service provides Value for Money and actions to improve Value for Money (VFM).

REPAIRS AND MAINTENANCE TO WASTE VEHICLES

 

At the Public Services and Health Policy and Scrutiny Committee meeting of 23 July 2009, Members requested an explanation on how the adverse variance of £61,438 had occurred in the 2008/09 waste management cost centre, as shown in the budget monitoring report. In addition this report outlines why the anticipated savings on the repairs and maintenance contract as reported to the PS&H panel on 12 March 2009 will not be achieved from 2009/10 onwards

This report provides an update on the progress to date of the Community Toilets scheme and related initiatives.  Members asked for a further report to be submitted following the report on 11 June 2009 (PH.PP08/09).

HEALTH SCRUTINY INTO OBESITY

This report presents the findings of an investigation into levels of obesity in the County with a specific focus on Stevenage and Watford and on childhood obesity. It seeks members’ endorsement of a draft response to the recommendations from the work undertaken by Watford and Stevenage Borough Councils on behalf of the Health Scrutiny Committee for Hertfordshire.

EXCLUSION OF PRESS AND PUBLIC

 

If the Committee wishes to consider the remaining item in private, it will be appropriate for a resolution to be passed in the following terms:-

 

 “that under Section 100A of the Local Government Act 1972 the press and public be excluded from the meeting for the following item(s) of business on the grounds that it involves the likely disclosure of exempt information as defined under paragraphs (1 to 7) of Part I of Schedule 12A to the Act.  It has been decided by the Council that in all the circumstances, the public interest in maintaining the exemption outweighs the public interest in disclosing the information.”
