The Panel welcomes contributions from members of the public to its discussion on agenda items.  Contributions will be limited to one person speaking for and one against each item for not more than three minutes.  Please note that, in the event of registering your interest to speak on an agenda item but not taking up that right because the item is deferred, you will automatically be given the right to speak on that item at the next meeting of the Panel.  Details of the procedure and the list for registering the wish to speak will be available for a short period before the meeting.

6.

SECTION 106 DEVELOPER (S106) CONTRIBUTIONS

 

To update Members on the decision by the Section 106 Officers Steering Group (S106 OSG) on the ‘Possible Schemes’ selected for potential funding by Section 106 (S106) contributions.  Furthermore, to compare these Possible Schemes with those recommended by the Panel with reasons for the non-adoption of any schemes which have been rejected.

INTEGRATED WORKS PROGRAMME: ‘FINAL DRAFT’ DELIVERY PROGRAMME 2011/2012, & DRAFT 1 PREPARATION PROGRAMME 2012/2013; AND FORWARD WORKS PROGRAMME 2012/13 to 2015/16

 

To inform the Highways Joint Member Panel (HJMP) of the final version of the 2011/12 ‘Delivery Programme’ of the Integrated Works Programme (IWP) of highway schemes to be implementation within the local area in 2011/12.

 

To present to the HJMP the current version of the 2012/13 ‘Preparation Programme’ – Draft 1 of the 2012/13 IWP – being those schemes that will be further investigated and designed during 2011/12 with a view to implementation within the local area in 2012/13 and to seek the Panel’s input on this programme.

 

To present to the HJMP the current version of the Forward Works Programme (FWP) of schemes planned for 2013/14 to 2015/16 and to seek the Panel’s input on this programme.

SAFER ROUTES TO SCHOOL SCHEME, ABBOTS LANGLEY

 

To update Members on the progress of the Abbots Langley, Safer Routes to School Scheme, for Divine Saviour RC Primary School and Tanners Wood JMI School.

 

To ask Members for guidance on how to proceed with the objection received.  Whether the objection could be overruled and the scheme progress as planned or if parts of the scheme should be altered or omitted.

To update the Panel following the presentation of a report on Hertfordshire Local – Highway Locality Budget Pilots in Broxbourne and Dacorum that was presented to the Hertfordshire County Council Cabinet meeting on  March 2011.

EXCLUSION OF PRESS AND PUBLIC

 

If any confidential business is approved under Item 3, it will also be necessary to specify the class of exempt or confidential information in the additional item(s) and a resolution to be passed in the following terms:

 

 

“that under Section 100A of the Local Government Act 1972, the press and public be excluded from the meeting for the following items of business on the grounds that they involve the likely disclosure of exempt information as defined under paragraphs (1-7) of Part 1 of Schedule 12A to the Act.”  It has been decided by the Council that in all the circumstances the public interest in maintaining the exemption outweighs the public interest in disclosing the information.
