The Panel welcomes contributions from members of the public to its discussion on agenda items.  Contributions will be limited to one person speaking for and one against each item for not more than three minutes.  Please note that, in the event of registering your interest to speak on an agenda item but not taking up that right because the item is deferred, you will automatically be given the right to speak on that item at the next meeting of the Panel.  Details of the procedure and the list for registering the wish to speak will be available for a short period before the meeting.

SECTION 106 DEVELOPER CONTRIBUTIONS

 

This report advises the Panel of schemes which are funded by existing Section 106 contributions, new developments have recently been added to the list that have contributions available.

At the last meeting Members were given a table showing only new unallocated Section 106 contributions for discussion on possible use.

The table attached as Appendix A has been updated with Members comments from the previous meetings and additional Section 106 contributions added for Old Merchant Taylors, Croxley Green, Maple Cross House, Denham Way and Eastbury Avenue, Northwood.

An updated full PROMS traffic light list is attached as Appendix B.

HIGHWAYS SERVICE TRANSFORMATION - OCTOBER 2012

This report informs Herts Highways JMPs of changes to the way HCC's Highways service will be organised, in parallel with the procurement of new contracts (referred to in another report on this agenda).  The new structure will come into operation on 1 October 2012.

The changes to the contracts, and the efficiencies which have become possible as a result, mean big changes to HCC's staffing structure within the Highways service.  These are outlined in Sections 5 and 7 of the report.

EXCLUSION OF PRESS AND PUBLIC

 

If any confidential business is approved under Item 3, it will also be necessary to specify the class of exempt or confidential information in the additional item(s) and a resolution to be passed in the following terms:

 

 

“that under Section 100A of the Local Government Act 1972, the press and public be excluded from the meeting for the following items of business on the grounds that they involve the likely disclosure of exempt information as defined under paragraphs (1-7) of Part 1 of Schedule 12A to the Act.” It has been decided by the Council that in all the circumstances the public interest in maintaining the exemption outweighs the public interest in disclosing the information.
