The Panel welcomes contributions from members of the public to its discussion on agenda items.  Contributions will be limited to one person speaking for and one against each item for not more than three minutes.  Please note that, in the event of registering your interest to speak on an agenda item but not taking up that right because the item is deferred, you will automatically be given the right to speak on that item at the next meeting of the Panel.  Details of the procedure and the list for registering the wish to speak will be available for a short period before the meeting.

SECTION 106 DEVELOPER (S106) CONTRIBUTIONS

 

This report advises the Panel of schemes which are funded by existing S106 contributions, which new developments have recently been added to the list which have contributions available, and notifies of a special meeting in December for Panel Members to feed into the process to request use of contributions for future years.

MOBILE SPEED INDICATOR SIGNS

 

To advise members of the initial results of the Speed Indicator Devices (SID) sign project and how it can be accessed.

INTEGRATED WORKS PROGRAMME - DRAFT 2 PREPARATION PROGRAMME 2011/2012 AND FORWARD WORKS PROGRAMME 2011/12 to 2015/16

 

To present to the Highways Joint Member Panel (HJMP) the current version of the 2011/12 ‘Preparation Programme’ - Draft 2 of the 2011/12 Integrated Works Programme (IWP) – being those schemes that are being investigated and designed during 2010/11 with a view to implementation within the local area in 2011/2012.

To present to the HJMP the current version of the Forward Works Programme (FWP) of schemes planned for 2012/13 to 2015/16 and to seek the Panel’s input on this programme.

EAST LANE – TRO OBJECTIONS

 

As a part of the introduction of a new gated access to restrict motorised and horse drawn vehicle movements in the region of the cemetery, a traffic regulation order was advertised for this proposal and objections to the order were made.

EXCLUSION OF PRESS AND PUBLIC

 

If any confidential business is approved under Item 3, it will also be necessary to specify the class of exempt or confidential information in the additional item(s) and a resolution to be passed in the following terms:

 

 

“that under Section 100A of the Local Government Act 1972, the press and public be excluded from the meeting for the following items of business on the grounds that they involve the likely disclosure of exempt information as defined under paragraphs (1-7) of Part 1 of Schedule 12A to the Act.”  It has been decided by the Council that in all the circumstances the public interest in maintaining the exemption outweighs the public interest in disclosing the information.
