The Executive Committee welcomes contributions from Members of the public to its discussion on agenda items. Contributions will be limited to one person speaking for and one against each item for not more than three minutes. Please note that in the event of registering your interest to speak on an agenda item but not taking up that right because the item is deferred, you will automatically be given the right to speak on that item at the next meeting of the Committee. Details of the procedure and the list for registering the wish to speak will be available for a short period before the meeting.

GENERAL

PETITION SCHEME/E-PETITIONS

 

Management Board has been discussing e-petitions and believes that the use of our website to encourage such petitions enhances the democratic ‘offer’ to our citizens. It has therefore been discussing them for some time. In addition, the Local Democracy, Economic Development and Construction Act 2009 passed by the previous government requires every local authority, from 15 June 2010, to have adopted a “Petition Scheme” which sets out how it would handle petitions. Management Board is therefore hereby joining the requirements of the Act with its own recommendation.

REGULATION OF INVESTIGATORY POWERS ACT 2000 (RIPA)

 

To advise Executive on the outcome of an inspection carried out by HH Lord Colville of Culross, an Inspector from the Office of Surveillance Commissioners (OSC), to recommend approval to Council of amendments made to the Council’s Policy on Covert Surveillance as a result of his report, and to note small amendments made outside of the OSC report.

APPOINTMENTS TO BODIES WITH EXECUTIVE FUNCTIONS

 

To determine appointments to the following bodies exercising executive functions:

  • Three Rivers Community Safety Partnership Board and Co-ordinating Group;
  • Three Rivers Local Strategic Partnership;
  • Three Rivers District Children’s Trust Partnership and District Children’s Trust Partnership Planning & Co-ordination Group;
  • Housing and Regeneration Initiative (HARI),
  • Supporting People Members Overview Group
  • West Herts Crematorium Joint Committee.

EXCLUSION OF PRESS AND PUBLIC

 

If the Committee wishes to consider the remaining item in private, it will be appropriate for a resolution to be passed in the following terms:-

“that under Section 100A of the Local Government Act 1972 the press and public be excluded from the meeting for the following items of business on the grounds that they involve the likely disclosure of exempt information as defined under Paragraphs 2, 3 and 5 of Part I of Schedule 12A to the Act. It has been decided by the Council that in all the circumstances, the public interest in maintaining the exemption outweighs the public interest in disclosing the information.”

(Note: If other confidential business is approved under item 3, it will also be necessary to specify the class of exempt or confidential information in the additional items.)

THREE RIVERS HOUSE – USE OF ACCOMMODATION - UPDATE

 

This report advises the Executive Committee on the latest position regarding the completed and proposed moves within Three Rivers House (TRH) and Basing House (BH).

WILLIAM PENN LEISURE CENTRE

 

To advise the Committee on options for resolving the dispute with contractor/s in relation to the refurbishment of the William Penn Leisure Centre (WPLC). This report shares with Members legal advice from the Council’s solicitors Bird & Bird and is subject to legal professional privilege.
