7bCHORLEYWOOD PLAY SPACE CONSULTATION RESULTS

The purpose of this report is to update members on the results of the consultation exercise for the Chorleywood play space scheme and to provide recommendations as regards the next steps.

7cFEES AND CHARGES FOR LEISURE & COMMUNITY ACTIVITIES 2013/2014, 2014/2015 AND 2015/2016

The Committee is asked to consider the fees and charges set out below and shown in Appendices 1 and 2 for leisure and community services for the next three years 2013/2014, 2014/2015 and 2015/2016 and to recommend accordingly to the Executive Committee.

The recommendation to provisionally set the fees and charges for the next consecutive three years is so that the Council has prices for those hirers who book over a year in advance to guarantee the space and dates they require and to also be more in line with the Council’s budget-setting processes.

Feedback from football, rugby clubs etc. is that an increase in fees for the following year is late in notification. By setting a three-year plan we can then advise clubs in advance of any upcoming increases.

Officers will continue to annually report to Members regarding any proposed deviations from the current recommendations, and will undertake yearly reviews of the prices in case volumes increase or decrease resulting in prices needing to be adjusted.

This report reviews the current grants process and provides the Committee with several recommendations in relation to:

  • The scoring of applications,
  • Recurring funding applications,

  • The monitoring and evaluation of funded projects, and
  • Funding for the Voluntary Sector Funding and Partnerships Officer.

9aAMENDMENTS TO LOCAL VALIDATION CHECKLIST FOR PLANNING APPLICATIONS

The adopted Development Management validation checklist was produced in accordance with national guidance published by the Department for Communities and Local Government. This checklist sets out national and local validation requirements for planning applications. The National Planning Policy Framework (NPPF) requires such lists to be reviewed on a frequent basis. This report is to inform Members that the adopted validation checklist has been updated accordingly.

9bGREEN EXPECTATIONS – SUSTAINABILITY STRATEGY PUBLIC CONSULTATION

Green Expectations is a draft Sustainability Strategy for Three Rivers District Council which sets out how the authority aims to continue to reduce its impact on the local and global environments. This report requests approval to consult on the draft strategy with key stakeholders and the general public in December 2012 and January 2013.

GENERAL

13.PETITION

The Council has received the following electronic petition signed by 47 people.

Royal Masonic Crossing

We the undersigned petition the council to *To put a crossing in place as there is a public footpath leading to and continuing into the Royal Masonic School. *To mark 'No Parking' on the tarmac in front of the minor RMS gate and add double yellow lines *To put a sign (both ways) to warn oncoming traffic that they are approaching a school *To put speeding cameras and flashing road signs to remind drivers of the speed limit.

This public footpath in Rickmansworth continues into the Royal Masonic School. As a result parents as well as the members of the public who use the path are in constant danger when crossing the road. There have been a number of incidents to date, the latest being our 6 year old daughter and our nanny being hit by a car. In addition the locked school gate next to the public footpath has a no parking sign but everyday parents park in front of that gate and on their return reverse onto the main road. This is extremely hazardous and our accident was caused by one such parent on this occasion.

In accordance with Council Procedural Rule 19(1) the Leader of the Council in consultation with Group Leaders has referred this Petition to Herts County Council Highways as it is a highways matter.
