£29,323 to £31,601 (plus local weighting)

37 hours per week.

Three Rivers District Council, situated in south west Hertfordshire, is a high achieving organisation at the leading edge of public services. Our aims are for accessible, responsive services and building a high quality environment.

As part of a continuing focus on commercialisation and efficiency, the Council’s building control services are now delivered by Hertfordshire Building Control Limited.  Hertfordshire Building Control Limited delivers services to the people of Hertfordshire on behalf of seven local authorities.  On behalf of all seven local authorises, Three Rivers District Council will host specific statutory functions and is seeking a Project/Contract Manager to lead and manage these functions.

The Contract/Project Manager will have the responsibility for ensuring that Hertfordshire Building Control limited adheres to the high standards expected by the local authorities in maintaining a robust compliance process that is delivered in accordance with legislation. The Manager will be responsible for the implementation and setting up of the new service, known as LA1 and for all aspects of contract and service management to ensure building control services are delivered in line with all relevant processes, SLAs and KPIs.

You should be able to demonstrate a track record in contract and service management, with experience in a building control or a construction related field encouraged.  This role will require an increasingly comprehensive understanding of building control services and the need to ensure compliance with latest guidance and best practice.

You will be responsible for the day to day supervision of an administration officer and for the day to day management of the team, monitoring workloads, officer performance and identifying and delivering service improvements. 

Applicants must have strong interpersonal and analytical skills, be excellent communicators, have great negotiation skills and the ability to deliver an efficient and quality led service to internal and external stakeholders. The postholder will be expected to work closely with Hertfordshire Building Control, however the job will have a high degree of autonomy and the ability to work on your own initiative is essential. Previous experience of project management is desirable.

You will need to be well organised and possess the ability to work to tight deadlines.  You must be able to demonstrate your ability to handle a number of competing priorities whilst ensuring the performance of the team and service is maintained. You should have experience of supervising other staff.

You must possess a driving license with personal transport and be familiar with IT.
