Affordable Housing Supplementary Planning Document

The Affordable Housing SPD was approved by the Executive Committee on the 20 June 2011. The document provides guidance on:

• The circumstances in which affordable housing will be required
• The size and type of affordable housing required
• Requirements for the design, appearance, layout and distribution of affordable housing
• The calculation of financial contributions for off-site provision of affordable housing
• How financial contributions received by the Council will be used to support the delivery of affordable housing
• The allocation and release of appropriate sites in rural village areas.

The SPD will be used as a 'material consideration' for development management purposes including as part of negotiations on all relevant planning applications and pre-applications involving residential development. It will replace the current Affordable Housing SPG (November 2003).

The requirement for a developer/applicant to submit a viability statement and fee at the time of an application, as set out in Chapter 6 of the SPD, will not be fully applicable until September 2011. This is because changes being proposed to the Council's validation checklist for planning applications will need to be ratified by the Executive Committee on 5 September.  All other parts of the SPD are applicable with immediate effect.
