The Panel welcomes contributions from members of the public to its discussion on agenda items. Contributions will be limited to one person speaking for and one against each item for not more than three minutes. Please note that, in the event of registering your interest to speak on an agenda item but not taking up that right because the item is deferred, you will automatically be given the right to speak on that item at the next meeting of the Panel. Details of the procedure and the list for registering the wish to speak will be available for a short period before the meeting.

NOTICE OF OTHER BUSINESS

Items of other business notified under Council Procedure Rule 31 to be announced, together with the special circumstances, which justify their consideration as a matter of urgency. The Chairman to rule on the admission of such items.

STRATEGIC PLAN - PROSPEROUS COMMUNITIES

A representative from the West Herts PCT has been invited to the Panel to explain the provision of Doctors' Surgeries and Chemists in the District.

POST OFFICES

To consider a response to the Post Office concerning changes to the Post Office network.

7.

PROVISION OF PUBLIC TOILETS

In accordance with the request of this Panel attached is a briefing note from the Head of Environmental Services concerning the provision of public toilets.

The Executive Committee considered this matter at its meeting on 25 June 2007 (Minute EX27/07 refers) and requested that a further report be submitted to the Public Services and Health Policy Panel before 30 September 2007.

It is recommended that this Panel notes the attached briefing paper and that the Public Services and Health Policy Panel will be taking this matter forward.


8.

AIR QUALITY

Members requested information on air quality in the District.

Attached is a copy of a report by the Chief Environmental Health Officer which was submitted to the Public Services and Health Policy Panel on 5 July 2007.

A copy of the Draft Air Quality Action Plan has been circulated separately.

It is recommended therefore that this Panel notes the attached report and that the matter is being dealt with by the Public Services and Health Policy Panel.

EXCLUSION OF PRESS AND PUBLIC

If the Committee wishes to consider the remaining items in private, it will be appropriate for a resolution to be passed in the following terms:-

"that under Section 100A of the Local Government Act 1972 the press and public be excluded from the meeting for the following item of business on the grounds that it involves the likely disclosure of exempt information as defined under the relevant paragraph of Part I of Schedule 12A to the Act. It has been decided by the Council that in all the circumstances, the public interest in maintaining the exemption outweighs the public interest in disclosing the information.

(Note: If other confidential business is approved under Item 3, it will also be necessary to specify the class of exempt or confidential information in the additional items.)
