Local Strategic Partnership

The Local Strategic Partnership (LSP) was set up in 2002 to produce the Community Strategy for Three Rivers and to ensure that the vision is achieved. It has links with other partnerships and forums in the district - all of which are working towards achieving the vision.

The LSP Board is made up of representatives from public, private and voluntary and community sector organisations, which are based in and around the district, and aims to build on the successful partnership working which already existed. Membership is set at senior politician, board or chief officer level to ensure that members have the necessary authority to speak for their organisations and to commit the resources needed to turn the vision into a reality.

The partnership works to Terms of Reference, agreed by all partners.

The LSP’s vision is

"The Local Strategic Partnership will work towards improving the quality of life for the people of Three Rivers by working in partnership, to create a district which is safe, healthy, and prosperous, and which is where people want and are able to live, work and visit."

The LSP comprises senior representatives from the following organisations:

Three Rivers Community Strategy

The LSP's members use their knowledge and expertise to shape the district's Community Strategy.

Three Rivers Community Strategy 2006-2012 is the overarching strategy to improve the quality of life in the district. The strategy was informed by public consultation. The Strategy was refreshed in 2008. The priorities identified in the refreshed strategy are:

1. Anti-social behaviour, crime and fear of crime

2. Reducing in equalities (in health, poverty, access to services, prosperity and employment)

3. Improving the environment

4. Children and young people's access to education, skills and training

5. Access to affordable housing

The priorities were arrived at by analysing available data on the quality of life in the district and identifying those areas with greatest potential of improvement. Draft priorities were consulted on with the Three Rivers Citizens Panel and target groups in the district - including service users from Youth Services, the Youth Offending Team, the Family Centre, and Disability Groups.


The LSP oversees different partnerships which have expertise in these priority areas. These include:

Performance Reward Grant

Three Rivers LSP is planning its use of the Performance Reward Grant from the Local Area Agreement for 2006-2009.
