Local Plan
The Three Rivers Local Plan is the framework for guiding, controlling and facilitating development within Three Rivers District, for the period 1996-2011.
We have a duty to go out to Public Consultation on any additional or revised aspects of the Local Plan. The Council currently apply a moratorium on development with a net gain of 10 or more dwellings. Further information is available from the Planning Policy section at the address below.
Saved Policies
As part of the Planning and Compulsory Purchase Act 2004, local plan policies were protected for a period of three years from commencement of the Act. The three year period expired on 27th September 2007 and in order to extend or 'save' policies beyond this period, local planning authorities were required to obtain a Direction from the Secretary of State. This can be downloaded below along with the accompanying letter from the Secretary of State. The effect of the Direction is that the majority of the existing policies in the Three Rivers Local Plan 1996-2011 have been extended. However the following policies have now expired and can no longer be used for the determination of planning applications or for planning purposes generally:

The policies have been deleted because they are considered to be no longer relevant or covered by other policies in the Local Plan or by national or regional planning policy.
The Secretary of State's Direction now supersedes Appendix 4 in the Council's Local Development Scheme (March 2007) which originally set out the schedule of policies to be saved from the Three Rivers Local Plan.
Supplimentary Planning Guidance reflects the policies of the Local Plan and do not introduce new policy but may help to give guidelines on how the Council takes account of some detailed considerations in Planning.
