Housing Allocations
Three Rivers District Council operates a Choice Based Lettings allocations scheme in partnership with Hertsmere Borough Council, St Albans District Council, Watford Borough Council and Welwyn Hatfield Borough Council.
To apply for social housing, you need to complete the Housing Register Application Form. You can apply online through the Herts Choice Homes website

Herts Choice Homes periodically release Newsletters which include information on new developments and changes to the scheme. Issue 3 is now available.
If you are already on the Three Rivers Housing Needs Register and your circumstances change you do not need to complete a new application form. Just complete the relevant sections of a Change of Circumstances Form and supply documented proof of the change.
Unfortunately due to a very high demand for and lack of social housing, only applicants with a high housing need are likely to be allocated social housing, and renting in the private sector is a realistic option for many people.

Mutual Exchange of social housing
What is mutual exchange of social rented housing?
Mutual Exchange gives existing local authority or housing association tenants the opportunity to 'swap' properties with other existing social housing tenants to an area of your choice.
How can I find someone to exchange with?
Three Rivers District Council does not operate a mutual exchange program, however if you are interested in a mutual exchange you can register with Homeswapper.
Homeswapper is available for a minimal fee, however if your landlord is registered with Homeswapper the service is free.
