The Panel welcomes contributions from members of the public to its discussion on agenda items. Contributions will be limited to one person speaking for and one against each item for not more than three minutes. Please note that, in the event of registering your interest to speak on an agenda item but not taking up that right because the item is deferred, you will automatically be given the right to speak on that item at the next meeting of the Panel. Details of the procedure and the list for registering the wish to speak will be available for a short period before the meeting.

	Items of other business notified under Council Procedure Rule 31 to be announced, together with the special circumstances which justify their consideration as a matter of urgency. The Chairman to rule on the admission of such items.

	A three minute presentation by a representative on a petition that has 30 signatures or more. The Chairman to rule on the admission of such items.

7.	WINTER SERVICE REPORT AND FEEDBACK FROM THE 8 JUNE HIGHWAYS AND TRANSPORT PANEL

	This report advises the Panel on feedback from the 8 June Highways and Transport Panel, which was established to review the Winter Service Operation Plan (WSOP) and issues that had arisen during the extreme weather in 2009/10. 10 07 07 HH i - (07) winter maintenance v2 DOWNLOAD

8.	SECTION 106 DEVELOPER (S106) CONTRIBUTIONS

	This report advises the Panel of schemes which are funded by existing S106 contributions, which new developments have recently been added to the list and which have contributions available, and notifies of a special meeting in December for Panel Members to feed into the process to request use of contributions for future years. 10 07 07 HH i - (08) s106 contributions DOWNLOAD

9.	DISCRETIONARY BUDGET AND LOCAL WORKS PROGRAMME

10.	TRDC TRANSPORT PROGRAMME

11.	INTEGRATED WORKS PROGRAMME AND ACTIVE WORKS

	To update members on the delivery of the Integrated Works Programme (IWP) for 2010/11 and other active works on the network. 16.	EXCLUSION OF PRESS AND PUBLIC

	If any confidential business is approved under Item 3, it will also be necessary to specify the class of exempt or confidential information in the additional item(s) and a resolution to be passed in the following terms:

		“That under Section 100A of the Local Government Act 1972, the press and public be excluded from the meeting for the following items of business on the grounds that they involve the likely disclosure of exempt information as defined under paragraphs (1-7) of Part 1 of Schedule 12A to the Act.” It has been decided by the Council that in all the circumstances the public interest in maintaining the exemption outweighs the public interest in disclosing the information.
