Equality Impact Assessments
An Equality Impact Assessment (EIA) is a process of analysing a proposed or existing policy, strategy or service. The aim is to identify any effect or likely effect on different groups within the community. The assessments are required under law on the grounds of race, disability and gender. However the Three Rivers Council's process also assesses for impact on the grounds of age, religion and sexual orientation. The purpose of the assessment is to anticipate and identify the discriminatory or negative consequences for a particular group or sector of the community. This process enables counter measures to be taken, which eliminate, minimise or balance any discriminatory or negative consequences.
The process is done through two stages. The first is the Equality Relevance Test. This checks to what extent the service, policy or strategy is relevant to the Council's equality duties, and whether there is evidence that suggest that a detrimental impact is likely. Where evidence suggest potential negative impact on any equality group a second stage of a Full Equality Impact Assessment is undertaken in more detail.
The assessment is made on any existing service in the current three year programme of assessments which can be found in the Generic Equaulity Scheme (available to view and download on the Equality and Diversity page). They are also made on any proposed change to or new policy, plan, strategy or service. Results of our previous three year programme can be found below.
