District Children's Trust Partnership
In 2003, the Government published a green paper called Every Child Matters. This was published alongside the formal response into the death of Victoria Climbié. The green paper provoked wide debate and public consultation about the need to improve services for children and young people and their families. Following the consultation, the Government published Every Child Matters: the Next Steps and passed the Children Act 2004, which provided the legislative basis for developing more effective services for children and young people, particularly preventative services.

About Three Rivers District Children's Trust Partnership
The District Children's Trust Partnership (DCTP) was formed in 2006 in order to take forward the national agenda for children and young people at a local level. The DCTP brings together organisations from the public, private and voluntary and community sectors that provide services for children and young people. The Partnership encourages these organisations to provide more 'joined up' services, and also works towards its own Children and Young People's Plan (CYPP) which can be downloaded below:

The partnership sits under the Three Rivers Local Strategic Partnership (LSP) and links into the Three Rivers Community Strategy. Please see Related Pages links below.
Membership of the DCTP is open to anyone working with children and young people in the district. Organisations who are members of the Partnership include:
The full Partnership meets twice a year and is supported by a Planning and Co-ordination group which meets regularly to take forward the DCTP's work. To find out more about becoming involved in the Partnership please contact Three Rivers District Council.
The DCTP links to the Hertfordshire Children's Trust Partnership (HCTP). The HCTP framework allows different agencies and professionals across the county to share information and work together to provide better services for children and young people.
